The Special Council Committee, Board ‘of Public Works of the City of Richmond, Indiana, met in regular session at the office of said Board Friday April 27th, 1934, at. 9. o 'clock A. M. All the members of said Board, Messrs, Crab`s.., Schnieder and Williams being present, the fol- lowing proceedings were had, to-wit : The minutes of the preceeding meeting were read and approved. A, Mrs. Parker, appeared before the Board claiming that the city or C.W.A. employees working on city projects, had taken lumber out of a lot belonging to her on North 17th Street, and burned the same, claiming the lumber taken was good timbers taken from an old building which she had torn down, and that the city should re-imburse her to the cost of same, the Board take the matter under advisement until further investigation. . !Street Oommissioner .Schneider, was directed to place gravel on vacant lot in Crosshall Street, for playground purposes in that locality. .A gr. Crandall, was directed to investigate and report to the Board the probable cost of lights to light vacant lot in Crosshall Street, which is to be used as playgrounds, the installation to be made of used materials belonging to the city. The Board received an opinion from City Atty, Shiveley, as to whether a City can directly engage in the business of selling confections, ,soft drinks and refreshments to citizens who may be using Glen Miller Park, stating that while there is no legislative authority granting the power to operate such activities, and he was -of the opinion that if the question were presented to the courts of this state, it would 1be held that such power is incidental to the power to maintain and 'operate city parks, especially where the park is remote from other places furnishing such services, as is Glen Miller Park, and it was his opinion such activities may be applied as incidental to the main purpose of furnishing recreation to the citizens of the city.
