Office of Special Council Committee
City of Richmond, Indiana,
Monday April 23rd, 1934.
The Special Council Committee, Board of Public Works of the City of
Richmond, Indiana, met in regular session at the office of said Board
Monday April 23rd, 193'+, , at 9 o °clock A. M. All the members 'of said
Board, Messrs, Orabb, Schnieder and Williams being present, the fol-
lowing proceedings were had, to-wit :
The minutes of the preceeding meeting were read and approved.
Street Commissioner J . V. Schneider, was instructed to repair the
sunken sidewalks in South "J11 Street, between 8th & 9th Streets.
The Board unanimously adopted Improvement- Resolution No. 923-1934, for
improvement of North °°A10 Street, by constructing cement sidewalks 41
wide on both sides of said Street, from North 19th to 20th Street.
Pursuant to advertisement, the Board received bids for refreshment
privileges at Glen Miller Park excluding the Golf Course as follows :
1° Earl J. Moore, bid;
Two Hundred ($200.00) Dollars, for one year, with the privilege of
another year at same price.
There being but one bid received, the Board take same under advise-
ment for investigation.
The Board received a communication from D.C.Hess Sup 't. , of M.E.L.&
P.P. in matter of the purchase of gravel during the cold weather, in
answer to certain statements made by Mr. L. Peacock of the Richmond
Gravel Company, stating in part as follows: _
It was impossible for either the Richmond Gravel Company or the
American Aggregates Company to furnish gravel during the extreme cold
weather through their tipples, which is easily understood as washed
gravel would have a large amount of water in it and conseq_uantly free$e
in the tipple.
In order to keep the C.W.A. work going during the .cole
weather it was necessary, therfore, that we shovel the gravel in the -
trucks. The Richmond Gravel Company did not have any washed gravel
available but the American Aggregates had a large quantity of gravel
and sand which had been through the tipple and stored in piles.
You will recall the invoices exhibited showed we paid.750
a yard for this gravel. The regular price at the pit through the tip-
ple is .900. It is true that the cost is more to shovel this gravel
and haul it than it would be to have paid 900 at either tipple. You
will also realize the necessity of keeping the work going under the
C.W.A. program, therefore it was a question of getting the gravel
whereever we could.
The above facts again indicate that Mr. Peacock 's •
statements were false and I believe the Board will agree that our or-
ganization has handled the gravel situtation to the best advantage
under the circumstances. The communication was placed on file.
Claims in amount of $263.18 were allowed.
The Board then adjourned,
