City of Richmond, Indiana,

The Special Council Committee, Board of Public Works of the City of
Richmond, Indiana, met in regular session at the office of said Boar•.
Friday December 15th,1933aat 9 oeclock A.M.All the. members of said
Board, Messrs, Crabb, Schnieder and, Williams being present, the fol-
lowing proceedings Were had, to-wit :
The minutes of the preceeding meeting were read and approved.
The Citizens Mutual Fire Insurance Company, were granted privilege t•
use the Council Chamber, for holding their annual meeting on the nig t
of January 1(th, •1934. . -
City Attorney, was instructed to prepare a bill for an ordinance, to
' be presented to the Common Council at their next meeting, establish-
ing a Utility Fund for the M. E. L. & P. P. and fixing the amount Of
money to be set aside in said fund per month, to take the place of
the present Depreciation Fund of said plant.
-City Attorney, was instructed to prepare a bill for an ordinance, ap-
propriating moneys out of the M.E.L.& P.P.. Depreciation Fund, to pay
cost of materials used on C.W.A. work, and present same to council ar
their next meeting.
His Honor the Mayor, was authorized to confer with persons interest-
ed in property connected with the proposed Air Port for the Cityrof •
Richmond, and report to council on the same.
The City Attorney, presented• the following communication received
by him in answer to his claim =filed with the Auditor of State of Ind. ,
against the State Sinking Fund, for moneys tied up in the Dickinson
Trust Co. , of this City as follows, to-Wit :

Dear Sir:
Pursuant to rulings of the Department of Treasury with re
ference to when a municipality can file a claim against the sinking
fund, it is their opinion that a claim cannot be filed until a Re-
ceiver or Liquidating Agent or special representative of the Depart-
ment of Financial Institutions has taken over the bank .
It is our understanding that no definite action has been taken
at this time for the liquidation of the Dickinson Trust COmpany, and
until such action is taken a formal claim cannot be filed by the Cit
of Richmond.
