RESOLUTION NO. 23-081
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO EXPLORE THE FEASIBILITY OF ENTERING INTO
A MASTER JOINT PARTICIPATION AGREEMENT WITH MIAMI-
DADE COUNTY TO CONDUCT CITYWIDE TRADE
TRANSACTIONS FOR INFRASTRUCTURE FOR THE CITY;
PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Opa-Locka ("City") desires to conduct citywide trade
transactions for infrastructure for the City; and
WHEREAS, if and when Miami -Dade County performs underground work
within the City, the City will be allowed to conduct any necessary infrastructure repairs
in the respective area, simultaneously. This may limit or omit cases of re -opening work
sites to complete infrastructure issues; and
WHEREAS, the City Commission finds it is the best interest of the City to direct
the Interim City Manager to explore the feasibility of entering into a Master Joint
Participation Agreement with Miami -Dade County to conduct Citywide trade
transactions for infrastructure for the City.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to explore the feasibility of entering into a Master Joint Participation
Agreement with Miami -Dade County to conduct citywide trade transactions for
infrastructure for the City.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.

SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager to explore the
feasibility of the City of Opa-locka entering into a Master Joint Participation Agreement with Miami -Dade
County for citywide trade transactions for infrastructure.
Staff Summary:
It is in the best interest of the City to explore the feasibility of entering into a Master Joint Participation
Agreement with Miami -Dade County to conduct citywide trade transactions for infrastructure for the City of
Opa-locka.
If Miami -Dade County is performing underground work in the city and there is a need for city infrastructure
repairs in the area, the city will be allowed to make the necessary repairs at the same time as the county
repairs. This may limit or omit cases of re -opening work sites to complete infrastructure issues.
Financial Impact - There is no financial impact associated with evaluating this program. A financial impact
will be developed in conjunction with any proposals resulting from this evaluation.
Proposed Action:
It is recommended that the City Commission approve the legislation directing the Interim City Manager to
explore the feasibility of the City of Opa-locka entering into a Master Joint Participation Agreement with
Miami -Dade County.
