HomeMy Public PortalAboutMIN-CC-2011-08-09MOAB CITY COUNCIL REGULAR MEETING August 9, 2011 The Moab City Council held its Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. In attendance were Councilmembers Kyle Bailey, Sarah Bauman, Jeffrey Davis and Gregg Stucki; Planning Director Jeff Reinhart, City Treasurer Jennie Ross, City Engineer Rebecca Andrus, Community Development Director David Olsen, Public Works Director Jeff Foster, City Manager Donna Metzler and City Recorder/Assistant City Manager Rachel Ellison. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led in the Pledge of Allegiance. Seven (7) members of the audience and media were present. REGULAR MEETING & ATTENDANCE CALL TO ORDER There were no minutes to approve. APPROVAL OF MINUTES There were no Citizens to Be Heard. CITIZENS TO BE HEARD COMMUNITY DEVELOPMENT Under Community Development Department Update, Community UPDATE Development Director Olsen stated that the Steen Trail was underway and he was working on securing easements for the trail. Community Development Director Olsen stated that there was a trail issue in Grand County and that Grand County was looking at abandoning a trail easement. Under Engineering Department Update, City Engineer Andrus stated that the Utah Department of Transportation (UDOT) was working on the construction plans for the transit hub project and that plans should be completed by the 26th of August although some right-of-way issues still needed to be resolved. City Engineer Andrus then stated that UDOT had received bids for the trail to the Transit Hub and that the bids were 33% higher than the engineer's estimate and that she would be attending a meeting with UDOT to revise the specifications to reduce the costs. Councilmember Bailey inquired when the new traffic lights on Highway 191 would be operational. City Engineer Andrus responded that UDOT was waiting on the power company. A Planning Department Update was not given. A Police Department Update was not given. Under Public Works Department Update, Public Works Director Foster stated that staff had been working on striping and that trip hazard issues would be addressed in the next couple of months. Public Works Director Foster then stated that he was looking at options for shade structures at City playgrounds as well as options for parking along Park Avenue. Public Works Director Foster stated that the no smoking signs along the Mill Creek Parkway had cost the City $875.00. Councilmember Bauman moved to approve Modification #2 to Cooperative Agreement #H1341090902 between the United States ENGINEERING UPDATE PLANNING UPDATE POLICE UPDATE PUBLIC WORKS UPDATE MODIFICATION #3 TO NATIONAL PARK SERVICE AGREEMENT, APPROVED August 9, 2011 Page 1 of 2 Department of the Interior National Park Service, Southeast Utah Group and the City of Moab. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Stucki moved to approve a Preliminary Plat for the Mill Creek Village Planned Unit Development (PUD). Councilmember Davis seconded the motion. The motion carried 3-1 aye with Councilmember Bauman voting nay. Councilmember Davis moved to approve an Amendment to the Sunrise Hills Subdivision. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Bauman moved to table Approval of a Letter of Agreement by and between the City of Moab and Four Corners Community Behavioral Health for the Communities That Care Program. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. There was no Correspondence to be Read. An Administrative Report was not given. A Report on City/County Cooperation was not given. Under Mayor and Council Reports, Mayor Sakrison mentioned that he had attended an Economic Development meeting with Councilmember Bauman and Economic Development Coordinator Ken Davey and that it had been a very good meeting. Councilmember Bauman agreed that the meeting had been very effective. Councilmember Bauman moved to pay the bills against the City of Moab in the amount of $147,857.11. Councilmember Davis seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Mayor Sakrison adjourned the Regular Council Meeting at 8:05 PM. APPROVED: ATTEST: David L.
