Office of Special Council Committee:
City of Richmond, Indiana,
Friday October 13th,1933.
The Special Council Committee, Board of Public Works of the' City of
Richmond) Indiana, met in regular session at the office of said Board
Friday October l3;h, 1933,at 9 o 'clock A.M.A11 the members of said
Board., Messrs, Crabb, Schnieder and Williams being present, the fol
lowing proceedings were had, to—wit :
The mdnutes of the preceeding meeting were read and approved.
The Board held conference with Dr. M.F.Johnston, Secy Board of Health
Howard A. Dill, Sup 't. , of Water Works and city civil engineer, in
!patter of extension of water mains in South 3rd Street, from "P" to
HQea Street, after some discussion in the matter, it was reported by
the city civil engineer, that the street as now laid out is but 30
feet in width, Mr. Dill, reported that the cost of laying a line at
this time was prohibitive, owing to excavations and fills to be made,
Dr. Johnston, stated that the water from the wells in this locality
was unfit and unhealthy and a menace to health; after considerable
discussion in the matter, Mr. Dill, agreed to take the question up
with the property owners, in an effort to have private line laid in
the alley at this time.
The Board received a letter of protest from the Board of Public Saf
ty, in matter of taking the wires from the poles and removing same,
in first alley north of Main Street, from 4th to llth Street', by
M.E.L.& P.P. who propose to install underground system in said alley,
stating that the fire alarm wires arebn this pole line, and as the
city has no available moneys to place fire alarm wires underground
they were entering a protest against said improvement, unless ways
and means are forthcoming, to take care of fire alarm system, which
must be kept intact. The matter was referred to Sup 't. , of Light
Plant for investigation and report.
Mr. D. C. Hess, Sup 't . , of Light Plant was authorized, to make trip
to Indianapolis, Indiana, in conference to be held before the Publi•
Service Commission, in matter of discounting or charging a penalty
for bills not paid within the ten day period, as now existing under
the rules approved by said Public Service . Commission.
Claims in amount of $8245. 95, were allowed.
The Board then adjourned,
