9A. Lorelle Moe-Luna, Multimodal Services Director, announced the December CSTAC
meeting might be in person.
9B. Tom Franklin, RTA, announced service changes taking place August 15. RTA is
adding new trips, routes, frequency, and hours.
9C. John Krick, asked if any transit operators had any comments regarding the
negative articles in the news about Foothill Transportation.
9D. Brittney Sowell, SunLine Transit Agency, added there are different perspectives
and this issue brought up by Mr. Krick and it should be an item on the next
Committee agenda.

Public Hearing was called to order at 11:16 a.m. by Vice Chair Lisa Castilone.
Vice Chair Castilone: We are going to open the public hearing today to receive comments about
transit needs in Riverside County, particularly gaps of service and areas where coverage is
needed. We encourage members of the public who have comments regarding specific drivers,
missed route trips or Dial-A-Ride contact the service provider directly. Our role today is to listen
to your comments and to work with staff and transit partners to have them addressed. The public
hearing is now open.
Allie Rackerby: We received two written comments. One is from Ken Woytek. He wrote “My
enduring need for public transit services can best be provided by localities in the form of low-
cost fares to access county-wide fixed route bus services by RTA. Idealy, some local trolley transit
can access the various neighborhoods with concentrations of older, veteran, and disabled citizens
for the purpose of connecting the infirm to existing RTA routes. Small carriers using non-
commercial volunteer drivers will allow minimum carfares to be charged for such needy, low-
income passengers to access public connections.”

And we have a second one from Kathleen Prokop. She wrote “ Do you think it is a good idea to
have a portable potty in bus stops where restrooms are not easily accessible? Do you think there
should be a drinking fountain in bus stops or vending machines? We need bus stops to have bus
shelters suitable for harsh weather or hot weather”

Mayor Bill Zimmerman: Ok. Great. I appreciate the opportunity to come and share. My name
is Bill Zimmerman and I am the mayor of the city of Menifee and as you all know we have a
community called Sun City and whenever I am there visiting with those folks they always
encourage myself and the council members to see if we can get a fixed transportation network
going with regular stops so some of those folks can, especially our seniors who are immobile, can
still access some of our shopping areas. And I did appreciate Commissioner Woytek’s message
there that he sent in. I know that back in April RCTC approved that allocation of $150,000 that
we can use for specialized transit pilot program here and I know our staff is online here today
and they’re working with that but I just want say we appreciate those continued efforts to
improve the mobility and the safety for our residents, especially our seniors and I want to thank
the Commission for allowing me to speak on behalf of those folks this morning. Thank you.

SUBJECT: Transportation Network Companies Access for All Update
STAFF RECOMMENDATION:
This item is for the Committee to receive and file the Transportation Network Companies (TNC)
Access for All Update.
BACKGROUND INFORMATION:
Senate Bill (SB) 1376 was signed in 2018 and is known as the TNC Access for All Act, which directs
the California Public Utilities Commission (CPUC) to establish a program relating to accessibility
for persons with disabilities, including wheelchair users who need a wheelchair-accessible vehicle
(WAV). The intent of the legislation is for California to be a national leader in the deployment
and adoption of on-demand transportation options for persons with disabilities and that
wheelchair users who need WAVs have prompt access to TNC services. According to the CPUC,
persons that require a WAV wait at least an hour longer than a person that does not require a
WAV using a traditional TNC service. Additionally, traditional demand response public transit
service requires an advance reservation which is typically not on the same day. The legislature
points out that the availability of transportation services, especially on-demand transportation
service, will take time to develop and can improve economic competitiveness and quality of life,
particularly for those that require a WAV.
A TNC was defined by legislation to mean an organization, including, but not limited to, a
corporation, limited liability company, partnership, sole proprietor, or any other entity, operating
in California that provides prearranged transportation services for compensation using an online-
enabled application or platform to connect passengers with driver using a personal vehicle. TNCs
in the current market include Uber, Lyft, and Via.
The TNC Access for All program is funded by a $0.10 per trip charge that is collected by the TNCs
and remitted to the CPUC quarterly by each county for the Access Fund. Funding under this
program can fluctuate quarter to quarter depending on the number of trips traveled on TNCs.
CPUC has estimated that Riverside County may receive approximately $225,000 to $230,000
annually from the Access Fund. However, this may change over time because TNCs are allowed
to request offsets quarterly against these amounts if they can demonstrate that they have
improved WAV service in the respective county. The CPUC will establish service levels by county,

and a TNC may become exempt from collecting those fees if it can demonstrate for four
consecutive quarters that it can maintain that level of service.
In June 2021, the Commission adopted resolution 21-009, authorizing itself to be serve as the
Local Access Fund Administrator (LAFA) for the Access for All Program for the County of Riverside.
In becoming the LAFA, the Commission is required to develop local procedures and guidelines to
administer a competitive WAV call for projects based on criteria developed by the CPUC
considering the gaps and needs for accessibility service in Riverside County. The local
administration process includes developing an application and evaluation process, making
awards to successful applicants, annually certifying the disbursement of funds, and providing a
consolidated quarterly report. RCTC is also able to seek up to 15 percent of the available funds
to administer the program and may also opt out by notifying the CPUC if it chooses.
DISCUSSION:
Staff has engaged a consultant to begin outreach to interested public, private, and non-profit
transportation agencies to determine the number of potential Access Providers that would apply
for the TNC Access for All program. This process had just begun following the most recent CPUC
adopted decision on November 4, 2021.
Since then, staff has begun developing Access Provider guidelines, application, and scoring
criteria for the TNC Access for All program. To meet the July 1, 2022, deadline of awarding
funding to Access Providers, the Commission would need to approve the guidelines and release
the call for projects in February 2022. This call for projects would be countywide with
approximately $475,000 available this cycle. To meet the timeline and considering needs in the
county staff is leaning towards a capital program. This would supplement the Measure A
Specialized Transit Program Call for Projects and the Federal Transit Administration Section 5310
Call for Projects. More details for this call for projects are being developed, but below is a
tentative schedule for the TNC Access for All Call for Projects:

Based on initial outreach and feedback received from potential Access Providers, staff will make
the determination if being the LAFA will meet the goals of the Commission and needs of the
residents in Riverside County. Staff is bringing this item to the CSTAC to seek input and feedback
on how this new program may benefit social service agencies and public transit operators seeking
funding to expand WAV services.

This item is for the Committee to receive and file an update about the proposed Riverside-
Downtown Station Improvements Project, which is undergoing public review of state and federal
draft environmental documents.
BACKGROUND INFORMATION:
RCTC, in partnership with the Federal Transit Administration and Metrolink, is conducting studies
to support an Environmental Impact Report and Environmental Assessment for proposed
improvements to the Riverside-Downtown Station.
RCTC and Metrolink are working to improve the passenger rail transportation network in
southern California. Increasing freight train service causes delays to Metrolink service at the
Riverside-Downtown Station. Improvements are needed at the station to avoid passenger train
conflicts with freight trains, reduce delays, and allow for future Metrolink service expansion. The
project aims to expand platform capacity and improve operations, efficiency, connectivity, and
the passenger experience at the station.
The proposed project focuses on improvements primarily on the east side of the station and
tracks. The improvements include adding a passenger loading platform and tracks and extending
the pedestrian overpass to access the new platform. Pedestrian access and parking
improvements along Howard Avenue are also proposed as part of the project.
The draft environmental documents are available for public review and comments from
December 3, 2021, to February 3, 2022. The draft documents may be viewed on the RCTC
website, rctc.org/riversidestation or in person at the RCTC offices, Riverside City Hall, or the Cesar
Chavez Community Center. RCTC is hosting two public hearings for residents to learn more about
the proposed project and provide official public comments. A virtual public hearing will be held
Wednesday, December 15 from 5 to 7 p.m. via Zoom. An in-person public hearing will be held
Thursday, December 16 from 5 to 7 at the Cesar Chavez Community Center in Riverside.
Comments will be accepted via email, U.S. Mail, or during the public hearings.

OVERVIEW:
The Riverside County Transportation Commission (RCTC) and the Southern California Regional
Rail Authority (Metrolink), in collaboration with the Federal Transit Administration (FTA),
propose to improve the Riverside-Downtown Station.
Increasing freight train service causes delays to Metrolink service at the Riverside-Downtown

The Riverside County Transportation Commission (RCTC) and Metrolink, in collaboration with
the Federal Transit Administration (FTA), propose to improve the Riverside-Downtown Station,
including construction of an additional passenger loading platform and train tracks, extension of
the existing pedestrian bridge, additional elevator and stair access, and expansion of the parking
lot. These features would improve Metrolink service, train connections, and operations by allowing
more reliable/on-time train service, providing equitable access to regional public transportation,
and accommodating future train service.
La Comisión de Transporte del Condado de Riverside (RCTC) y Metrolink, en colaboración con la
Administración Federal de Tránsito (FTA), proponen mejoras en la estación Riverside-Downtown,
