The Common Council of the City of Richmond, Indiana met in a Regular Meeting
November 7, 2022 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR CAPPA
President Turner called the meeting to order and the following business was conducted. t'
ROLL CALL
Present were Councilors Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner,
Jane Bumbalough, Ron Oler and Larry Parker. Absent was Lucinda Wright.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Pat Smoker, Sanitary District;
Police Chief Mike Britt; Ian Vanness, Infrastructure and Development; Sarah Mitchell,
Wayne County Economic Development;Tony Foster,Richmond Power and Light; Gordon
Moore, Beals and Associates; Rodney Mayse, Municipal Airport; Jim Bumbalough;
Melissa Vance, Richmond Area Chamber of Commerce; Jama Bright, Richmond
Employees Federal Credit Union; Jake Powers and Brian Scott, Powers Development;
Jerry Middleton;Brad Branson;Donna Branson;Ben Smith,Larry Middleton; Rod Weiss;
and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the regular meeting held September 6,
2022, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried.

INTRODUCTIONS,MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• A ceremony honoring Veterans will be held at Veteran's Park at 11 am on Friday,
November 11.
• Encouraged everyone to vote.

Minutes of the October 6, 13 and 20, 2022 meexings were accepted as presented.

ORDINANCES ON FIRST READING
• POLICE MERIT COMMISSION - Councilor Locke moved to approve the
reappointment of Cynthia Ploughe, supported by Councilor Cappa. Upon a vote
viva voce, the motion carried.
• INFRASTRUCTURE AND DEVELOPMENT — Ian Vanness reviewed the
activities of this Department for the past year.
ORDINANCES ON FIRST READING
Councilor Locke moved to suspend the rules and read Ordinance No. 51-2022 on first
reading by title only, supported by Councilor Oler. Upon a vote viva voce, the motion
carried.
ORDINANCE NO. 51-2022 - AN APPROPRIATION (TRANSFER) ORDINANCE
AMENDING THE 2022 BUDGET(Airport)
The Clerk read Ordinance No. 51-2022 on first reading by title only.
Councilor Oler moved to advance Ordinance No. 51-2022 to second reading and public
hearing, supported by Councilor Cappa. Upon a vote viva voce, the motion carried.
There being no comments for or against, Councilor Goss moved for engrossment,
supported by Councilor Cappa. Upon a vote viva voce,the motion carried.
Councilor Oler called for the question, supported by Councilor Cappa.
Ordinance No. 51-2022 was adopted with an 8-0 roll call vote.

ORDINANCES ON SECOND READING
ORDINANCE NO. 46-2022 -A GENERAL ORDINANCE AMENDING CHAPTER 58
OF THE RICHMOND CODE REGARDING LANDFILL FEES
The Clerk read Ordinance No. 46-2022 on second reading by title only.
President Turner declared Ordinance No. 46-2022 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by
Councilor Bumbalough. Upon a vote viva voce, the motion carried.
Councilor Parker called for the questions, supported by Councilor O1er.
Ordinance No. 46-2022 was adopted with an 8-0 roll call vote.
ORDINANCE NO. 48-2022—A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM MEDIUM DENSITY SINGLE-FAMILY
RESIDENTIAL (R2)DISTRICT TO A PLANNED DEVELOPMENT DISTRICT—M2
(INTENSE MULTIPLE-FAMILY RESIDENTIAL) (Wernle Road)
The Clerk read Ordinance No. 48-2022 on second reading by title only.
President Turner declared Ordinance No. 48-2022 on public hearing. Speaking in favor
were Gordon Moore; Sarah Mitchell; Jake Powers; Brian Scott and Melissa Vance.
Speaking against were Jerry Middleton; Brad Branson; Donna Branson; Ben Smith;
Larry Middleton; and Rod Weiss.
By consensus, Ordinance No. 48-2022 was held until November 21, 2022.

CALL FOR ADJOURNMENT
There being no further business,on a motion duly made,su ported and passed,the meeting
was adjourned.
