HomeMy Public PortalAbout11-21-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 21, 2022 The Common Council of the City of Richmond, Indiana met in a Regular Meeting November 7, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CAPPA President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Absent was Lucinda Wright. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Pat Smoker & Elijah Welch, Sanitary District; Police Chief Mike Britt; Ian Vannell, Infrastructure and Development; Gordon Moore, Beals and Associates; Brian Scott, Powers Development; Larry Middleton; Traci McGinnis, Deputy Controller;Denise Retz, Superintendent of the Parks Department;Beth Fields, Community Development; Valerie Shafer, Wayne County Economic Development; and Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held November 7, 2022, supported by Councilor Goss. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS PETITION FOR VOLUNTARY ANNEXATION INTO THE CITY OF RICHMOND Councilor Oler moved to accept and file the Proof of Publication for Public Hearing, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. President Turner declared this Petition on Public Hearing. There being no comments for or against, a Resolution and Ordinance will be heard at the December 5, 2022 meeting. REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ORDINANCES ON FIRST READING Chief Britt of the Richmond Police Department reviewed the activity of the Police Department in 2002. • There has been a significant reduction in calls for service • Staffing problems continue ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 52, 53, 54, 56&57- 2022 on first reading by title only, supported by Councilor Oler. Upon a vote viva voce, the motion carried. ORDINANCES ON FIRST READING ORDINANCE NO. 52-2022 - A SPECIAL ORDNANCE VACATING A PUBLIC WAY (ALLEY) (North 9t1i and G) The Clerk read Ordinance No. 52-2022 on first reading by title only. Ordinance No. 52-2022 was referred to the Plan Commission for the December 28, 2022 meeting. ORDINANCE NO. 53-2022 — AN APPROPRIATION ORDINANCE AMENDING THE 2022 BUDGET (MIP) The Clerk read Ordinance No. 53-2022 on first reading by title only. The Finance Committee recommended approval. President Turner declared Ordinance No. 53-2022 on public hearing. There being no comments for or against, Councilor Parker moved for engrossment, supported by Councilor Oler. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Oler. Ordinance No. 53-2022 was adopted with an 8-0 roll call vote. ORDINANCE NO. 54-2022—AN ORDINANCE AMENDING ORDINANCE NO. 46- 2017 (RSD SEWER UTILITY RATES) The Clerk read Ordinance No. 54-2022 on first reading by title only. Due to publishing requirements, Ordinance No. 54-2022 was held until The December 5, 2022 for public hearing. ORDINANCE NO. 56-2022—AN APPROPRIATION ORDINANCE AMENDING THE 2022 BUDGET (Park) The Clerk read Ordinance No. 56-2022 on first reading by title only. The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 56-2022 to second reading and public hearing, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. President Turner declared Ordinance No. 56-2022 on public hearing. There being no comments for or against,Councilor Parker moved for engrossment,supported by Councilor Oler. Upon a vote viva voce, the motion carried. Councilor Oler called for the question, supported by Councilor Parker. Ordinance No. 56-2022 was adopted with an 8-0 roll call vote. ORDINANCE NO.57-2022—AN APPROPRIATION ORDINANCE AMENDING THE 2022 BUDGET AND AUTORIZING A REDUCTION IN APPROPRIATIONS FROM CERTAIN FUNDS The Clerk read Ordinance No. 57-2022 on first reading by title only. The Finance Committee recommended approval. Councilor Parker moved to advance Ordinance No. 57-2022 to second reading and public hearing,supported by Councilor Goss.Upon a vote viva voce,the motion carried.President Common Council Minutes November 21,2022 Page 4 of 4 Turner declared Ordinance No. 57-2022 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Oler. Upon a vote viva voce, the motion carried. Councilor Parker called for the question, supported by Councilor Oler. Ordinance No. 56-2022 was adopted with an 8-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 048-2022 AS AMENDED - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM MEDIUM DENSITY SINGLE-FAMILY RESIDENTIAL (R2) DISTRICT TO A PLANNED DEVELOPMENT DISTRICT—M2 (INTENSE MULTIPLE-FAMILY RESIDENTIAL) (Garwood Road) The Clerk read Ordinance No. 48-2022 on second reading by title only. Councilor Oler moved to amend to include the aquifer protection overlay requirements, supported by Councilor Goss. Upon a vote viva voce, the motion carried. Councilor Oler moved for engrossment, supported by Councilor Goss. Upon a vote viva voce, the motion carried. Councilor Goss called for the questions, supported by Councilor Oler. Ordinance No. 48-2022 was approved with a 5-3 roll call vote. Dissenting were Councilors Cappa, Locke and Parker.
