City of Richmond, Indiana, Monday May 15th, 1933- - -The Special Council Committee, Board of Public Works of the City of Richmond,. Indiana, met in regular session at the office of said Board Monday May 15th, 1933, at 9 o °clock A.M. All the members of said Boar; Messrs, Orabb, -Schnieder and Williams being present . the following proceedings were had., to-wit : The minutes of the preceeding meeting were read and approved. Upon request of First Church of Christ Scientists and upon recommend- ation of Board of Public Safety, the Board directed the Street Commis sioner to mark off the south side of North"A" Street for parking, at an angle with the curb, between North 14th & 15th Street. • Mrs. Julia Gaar, Curator at Wayne County Historical Museum, came before the Board, with the request that the City of Richmond, Indiana, pay the bills for electric energy used at said museum. The Board take the matter under advisement for investigation.. The following communication was received, to-wit : In compliance with your instructions I have had the plans for the proposed intercepting sewers and sewage treatment works and specifica- tions completed in such detail- as to permit arriving at a reliable es timate of cost, for the entire project, andfor requesting bids on the ,I work.Based on prices of material now in. effect and with the proviso X that the concrete pipe work be done during the summer and fall months'. the total estimated cost is 4i375,000. for sewers & treatment plant complete. If it is the desire that this project be undertaken at this time it can be financed in one of several ways. - First : as a direct municipal obligation, as has been the practice in the past for similar construction work. As of the 1st of 1933 the • City °s bonded indebtednelss was $261,000. The constitutional 2% legal limit of indebtedness' is $687, 107. , leaving $426,107 now available for additional bond issue.' At the present time the indebtedness is being reduced by about $25,00 per annum. 11 SeOond®the treatment plant, estimated to cost $182, 000 could be built as a municipal obligation and the sewers by issuing improvement oonds under the Barrett Law, as direct assessments against the benefitted properties and not affected by the bond indebtedness limit® Thirs:- the entire project can be financed by a. Reconstruction Financ Corporation loan, as a selfliquidating project, the indebtedness to be retired from service charges made against the individuals -and in- stitutions using the sewer systems, and not by direct taxation. As City Engineer I make no recommendations as to going ahead with this work but suggest that the proper City Authorities give it due consideration in conjunction with the Work Relief Organizations, as a means of reducing local unemployment and relieving the burden now being come by the Township and County. The Board on motion referred the aoove communication to the Com- mon Council, and directed the Clerk to read the same at their meeting to be held this evening.
