Office of Special Council Committee
City of Richmond, Indiana,
Friday April 28th, 1933.
The Special Council Committee, Board of Public Works of the City of
Richmond, Indiana, met in regular session at the office of Board on
Friday April 28th, 1933, at 9 o 'clock A. M. All the members of said
Board, Messrs, Craob, Schnieder and Williams, being present , the foil-
lowing proceedings were had, to-wit :
The minutes of the preceeding meeting were approved as read.
Mrs. Martha Miller, appeared before the Board, stating that in con
structing improvements oy the City in North 13th Street, that the
City had destroyed the outlet to sewer connected to the downspout
on her property at No. 25 North 13th Street , thereby causing water
from roof to run into the basement of said property, and she had
hired men to dig into the yard in an effort to locate the trouble,
and requested the city pay for this labor; the Board decide that
as the city had not employed any person to dig into her yard and as
the Street Commissioner had opened and repaired the sewer under the
sidewalk, the city was not responsible for the labor employed and
could not legally pay for the same, and Street Commissioner directe
to so inform Mrs. Miller.

Permission was granted Ira Reed, to garden South t1P" Street from 3r '
Street east to alley, at his own risk as this is an unimproved stret
and he could not prevent persons from traveling over the same, and
in the event of complaints from adjacent property owners, he mould
have to abandon the garden.
Upon the recommendation of Sup 't . , . Hess, the Board award contracts
under bids received April 21st, 1133, for Light Plant material and
equipment as follows, to-wit :

The Sup 't. , 'of Light Plant, was authorized to prepare advertisement
for materials necessary and constructing new side track at plant .
The Clerk was directed to' request Earl Moore, to appear before the
board at their next meeting Monday May 1st, 1933 .
Claims in amount of 0.6, 117.9 7 were allowed.
The Board then adjourned,
