Office of Special Council Committee City of Richmond, Indiana, Monday April 10th, 1933 The Special Council Committee, -Board. of Public Works of the City of Richmond, Indiana., met in regular session at the office of said Boar Monday April 10th, 1933, at 9 o 'clock A. M. Messrs, Schnieder and Williams present; Mr. Craoo absent ; two members of said Board being present, the following proceedings were had, to-wit : The minutes of the preceeding meeting were read and approved. The Board authorized the Street Commissioner, to purchase 15 tons more or less of Rock Asphalt at price of 4].0.00 per ton from W. L. Mag a.w. Claims in amount .of $16, 293.29 were allowed. The following communication was received to-wit : Mayor Windsor Harris, Dear Windsor: Pursuant to the request of you and the Special Commit- tee of Council, I have named the following committee, all members of your Commission, to have charge of the programs of activities at Roosevelt Field this summer: , S. J . Beebe, Chairman; Harry Bockhoff Clarence W. Jessup; Harry G. Coleman. The committee, of course, desires to cooperate with you and the Special Committee of Council in this matter, and desires to have the playground used for the general good, and to permit all different • interests to be represented in the play there. I understand that the services of Mr. Robert Reed are still avail- able, and I believe the committee will want to utilize him to see that the details are all worked out and that everything functions smoothly. Harry Hodgin, Building Inspector, to whom was referred the matter !, • of the fire bell at No. 4 Fire Station, reported the same in as safe condition as ever was, and the tower and bell in excellent condition.' The following petition was received, to-wit : City' Council To the Board of Health of the City of Richmond, Ind. , v-We the undersigned citizens of Richmond Morton Lake Addition do hereby petition you on behalf of our people living in this partnof the City That steps be taken at once to drain the water from Morton Lake, We fear danger of some epidemic that do arise from unsanitary condition caused from over flow of the water in high tide and filling the low parts with filth. leaving ponds to become stagnated to breed germs of all kinds, we further ask that we be given a hearing in person be- fore the Board and Council, with best wishes yours for better health. The petition after some deliberation, was on recommendation of the. City Civil Engineer, referred to State Board of Health. ' Mr. Hess, Sup 't . , of Light Plant, presented list of claims for money owning to said plant by the Uity of Richmond, Indiana, from Nov. 30, 1925 to April 13, 1933, bills contracted by the different depart- ments as specified: to-wit : Street Department for materials and labor 62117.L Police Department materials and labor-- 2350. 56 Fire Department, cable and underground work 1700. 27 board of Works, . Ornamental Lights, Xmas wiring etc. , 1717. 07 Total --0885.38 As these bills have been running for several years, and there is no available money or appropriations to cover the same. Mr. Hess was instructed to consult with City Attorney R. Shiveley, as to the best method to settle above bills, out of earnings of Light Plant. Pursuant to advertisement, the Board received bids, for furnishing and applying on city streets, by power distributer 20,000 gal. mor sr less of grades of . Aspha.lt & Road Oils and 20,000 gal more or less various grades of Tar; Also, for furnishing f. o. b. Richm'onc, in tank car lots smaller quantities of various grades of Asphalt or Tar; Also, x'urnishing f. o.b. Richmond in drum lots, smaller quantities of various grades of Asphalt or Tar; Also, furnishing f.o.b.Richmond 300 tons more or less Rock Asphalt; also, limited amount of powdere Asphalt; also, furnishing loaded on trucks at plant Richmond, 300 tons more or less of Plant Hot-mix with native Lake Asphalt .
