Monday February 20th41933.
The Special Council Committee, Board of Public Works of the City of •
Richmond, Indiana, met in regular session at the office of the Boars;
Monday February 20th, 1933, at 9 o 'clock A. M. Messrs, Schnieder an
Williams being present . Mr. Crabb absent ; two members of said Board
being present . The following proceedings were had, to-wit :
The minutes of the proceeding meeting were read and approved.
The Street Commissioner, was directed to change the cacth oasin at
the triangle corner of Ft .Wayne Ave. , North 8th and North " E" Streeus.
Mr. E. H. Harris, appeared oefore the Board and presented plans pre
pared oy S. W. Hodgin, City Civil Engineer, for the conversion of •
Roosevelt Hill and adjacent area into an amphitheatre, to provide
facilities for citizens seeking diversion in the summer months.
This project is sponsored with the hope that it will answer a long-
felt need, a place for the citizens of Richmond to go and see what-
ever it is possible to conceive in the nature of good, wholesome en-b
tertainment, free of charge. The plans provide for two soft ball dial'
monds, so that two games may be played at once . laying out of regu-
lation footoall and soccer field, directly in front of the amphi-
theatre, also provision of a removable stage for temporary location
in front of the amphitheatre setts in order that amateur production
and musical numbers may be presented. Etovision of lighting facilities
to furnish lights at night to illuminate the entire field to promot
any type of activity, requiring the installation of approximately
a dozen flood lights of high candlepower scientifically located
aoout the field of activity, all cables to lights oeing installed
under ground, It is further proposed that the sponsorship of activii
ties to be conducted under the guidance of the public press, the full
power of which will be furnished in presenting the purpose of the
project and ouilding up puolic interest in activities for citizens
who need the benefits derived from such activity. It is further pro
posed that, in view of this oeing a project sponsored by the City o

Richmond, the representatives of the press presenting the project '
empowered, along with whatever additional appointments deemed advisl
aole to constitute a governing oody, to properly supervise promotions
in the " field of activity" and arrange all 'schedules of coming even us
for insurance of their success and presenting a program which alway•
shall be attractive . All of which is suomitted with the thought up-
permost in mind, that the cause of oetter community spirit shall
forever oe encouraged. The Board voice their approval to the aoove
project, anu requested fir. Harris to meet with the memoers of the
common council after council meeting this evening for a presenta.tior
of same and a round taole discussion of the project.
Claims in amount of 0_7, 147. 55 were allowed.
