Friday November l8th, 193 2.
The Special Council Committee, Board of Public Works of the City of
Richmond, Indiana, met in regular session at the office of said Board
Friday November l8th, 1932, at 9 o 'clock A..M. All the members of sai•
Board, Messrs, Crabb,, Schnieder and Williams, being present, the fol
lowing proceedings were had, to-wit :
The minutes of the preceeding meeting were read and approved.
A communication from H. E. Ray, Chief of Police, requesting that the
control box for changing the traffic lights to the caution signal
when the Police cars are making an emergency run, be placed in the
office of the Police Department, as there is someone there at all
times and .can throw the light for both the Fire and Police Dept. ,
The matter was taken under advisement for investigation.
In matter of complaint of alley between Southwest 3rd & 4+th Street
between the National Road and Southwest "D" Street, the Street Com-
missioner was authorized to place the alley in passable condition
for gathering trash, etc. ,
The City Civil Engineer, reported that a meeting of bankers and citi
p� zens was held on Thursday P.M. and the question of the city going
ahead with the construction of intercepting sewers and treatment or
disposal plant for city sewage, and the financing of the same was
discussed, and fron the expressions of the citizens and bankers, he -
was of the opinion that the matter had better be deferred, until
such time that the city can reasonably be assured the city can sell
the bonds to re-pay the Re-construction Finance Board, if the loan
is finally so made.
Harold Coleman, Sup 't. , of Parks was instructed to have the lights
on Roosevelt Field turned on, as a safeguard to persons using the
hill for coasting, etc. ,
Upon recommendation of Sup 't. , Hess, the Board awarded the contract
to the Pittsburgh Piping & Equipment Company, for materials under
Items, No 's. 1-2-3-4 & 5, to be furnished the Municipal Electric
Lighting & Power Plant, under their bid received on same November
14th, 1932, at price of $18,I+OI+. 60 f.o.b.Richmond, Indiana.
Payrolls to November 16th, 1932, were approved.
The Board approved primary assessment roll of benefits & damages in
matter of vacating 72 ' off of north side of South"B" Street, from S.
2nd Street west, under Declaratory Resolution No. 2.l-7-1932, and set
December 5th, 1932, as date of hearing of remonstrances, etc. ,
The Board then adjourned,
