I. Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer and Phyllis Rokicki.
II. Public Petitions and Comments: Jim Wright updated the council on the
Fourth Ward's efforts in establishing a neighborhood watch.
III. Special Requests:
A. Street Closure- Beta Theta Phi- Mike Tracy- Motion by Jinsie Bingham
to accept street closures as presented, second Phyllis Rokicki, 4 -0, motion
carried.
B. Street Closure- Halloween Thriller- Motion by Adam Cohen to accept
street closures as presented, second Mark Hammer, 4 -0, motion carried.
C. Street Closure- Trunk or Treat- Chief Sutherlin- Motion by Mark
Hammer to allow Indiana between Walnut and Poplar from 4 -7 p.m. on
Friday, October 31, 2014 to be closed, second Jinsie Bingham, 4 -0,
motion carried.
D. Noise Waiver- Phi Gamma Delta - Malcolm Steele- Motion by Adam
Cohen to accept the noise waiver date change from October 11, 2014 to
November 14, 2014, second Phyllis Rokicki, 4 -0, motion carried.
IV Public Hearing— Water and Wastewater Rates- During the Public Hearing
Lori Young from Curry and Associates gave a summary of the IDEM mandates.
Jennifer Wilson from Crowe Horwath was available for any questions relating to
the rate review. Motion by Adam Cohen to close the Public Hearing, second
Mark Hammer, 4 -0, motion carried.
V. Department Reports:

VI. Reports
A. Mayor's Report- Stellar projects are moving along. Parking lots still on
schedule to open mid - November Mayor asked if any council member
wanted to serve on 911 Board. Adam Cohen said he could serve on the
board.
B. Clerk- Treasurer's Report- No Report
C. Councilors' Report- Mark Hammer reminded the public that if their street
lights are out, they can report this to Linda Huber at City Hall.
VII. Approval of Minutes
A. Regular Session - September 9, 2014
Motion by Phyllis Rokicki to approve regular session minutes dated
September 9, 2014, as presented, second by Jinsie Bingham, 4 -0, motion
carried.
Approval of City Claims
Motion by Mark Hammer to approve claims as presented, second by
Adam Cohen, 4 -0, motion carried.
VIII. Old Business
A. Ordinance 2014 -8 (Second Reading) — An Ordinance Approving the
Vacation of Rights -of -Way Including a Twelve Alleyway that Runs
East from Locust Street Between 905 and 907 South Locust Street
(Lots 13 & 14, Block 4 in Pecks Enlargement) and Intersect with the
City of Greencastle, Alley Running North and South from Ohio Street
to Sycamore Street Located in the City of Greencastle, Putnam
County, Indiana- Motion by Adam Cohen to approve Ordinance 2014 -8
as presented, second by Jinsie Bingham, 4 -0, motion carried.
B. Ordinance 2014 -9 (Second Reading) — An Ordinance for
Appropriation and Tax Rate- Motion by Adam Cohen to approve
Ordinance 2014 -9 as presented, second by Mark Hammer, 4 -0, motion
carried.
C. Ordinance 2014 -10 (Second Reading)- An Ordinance Establishing the
Size of the Departments of City Government of the City of
Greencastle, Indiana, Fixing Salaries for the Employees of Such
Departments and Fixing the Salaries of Certain Other Appointed
Officials for the Year 2015- Motion by Mark Hammer to approve
Ordinance 2014 -10 as presented, second by Phyllis Rokicki, 4 -0, motion
carried.
D. Ordinance 2014 -11 (Second Reading) — An Ordinance Fixing the
Salaries of the Elected Officers of the City of Greencastle for the Year
2015- Motion by Mark Hammer to approve Ordinance 2014 -11 as
presented, second by Adam Cohen, 4 -0, motion carried.
E. Ordinance 2014 -12 (Second Reading) — An Ordinance of the City of
Greencastle Authorizing the Issuance of Waterworks Revenue Bonds
for the Purpose of Providing Funds to Pay the Cost of Certain
Additions, Extensions and Improvement to the Municipal Waterworks
of said City, Providing the Safeguarding of the Interest of the Owners
of Said Bonds, Other Matters Connected Therewith, Including the
Issuances of Notes in Anticipation of Bonds, and Repealing
Ordinances Inconsistent Herewith- Motion by Adam Cohen to approve
Ordinance 2014 -12 as presented, second by Mark Hammer, 4 -0, motion
carried
F. Ordinance 2014 -13- (Second Reading) An Ordinance Amending
Section 9 -11 Through 9 -14 The Greencastle City Code Approving
Water Rates and Charges- Motion by Jinsie Bingham to approve
Ordinance 2014 -13 as presented, second by Adam Cohen, 4 -0, motion
carried.
G. Ordinance 2014 -14 — (Second Reading) An Ordinance Amending
Section 9 -25 of the Greencastle City Code Approving Sewer Service
Rates and Charges- Motion by Adam Cohen to approve Ordinance 2014-
14 as presented, second by Jinsie Bingham, 4 -0, motion carried.
V. New Business
A. Ordinance 2014 -15- (First Reading) An Ordinance Amending Section
8 -22 of the Greencastle City Code Regarding the Schedule of No
Parking Zones- Motion by Adam Cohen to approve Ordinance 2014 -15
as presented, second by Jinsie Bingham, 4 -0, motion carried.
B. Ordinance 2014 -16- (First Reading) An Ordinance Amending Section
8 -24 of the Greencastle City Code Regarding Schedule of Reserved
Parking Spaces- Motion by Jinsie Bingham to approve Ordinance 2014-
16 as presented, second by Phyllis Rokicki, 4 -0, motion carried.
C. Ordinance 2014 -17- (First Reading) An Ordinance Repealing
Sections 8 -45, and 8-47 of the Greencastle City Code Regarding
Leased Parking Spaces in Municipal Lots- Motion by Jinsie Bingham to
approve Ordinance 2014 -17 as presented, second by Mark Hammer, 4 -0,
motion carried.
After the first reading of parking ordinances, council requested a special
session be held on Monday, October 20, 2014 at 5:00 p.m.
D. 2014 Halloween Hours to Trick or Treat- Motion by Mark Hammer that
the official City Halloween hours be 4:00 to 8:00 pm on Friday, October
31, 2014.
IX. Adjournment
Motion by Jinsie Bingham to dismiss at 8:06 PM, second by Adam Cohen,
4 -0, motion carried.
