AGENDA MEETING
The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, Thursday, September 21,
2017 was held Thursday, October 5, 2017 at 6:00 P.M., Council
Chambers, Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
The following were noted present: ROLL CALL

Jorge Diaz.
The meeting was opened with a minute of silent prayer and the SILENT PRAYER ! PLEDGE
Pledge of Allegiance led by Councilmember Randy Krum. OF ALLEGIANCE
The Municipal Clerk stated that the 2017 Meeting Notice was
mailed to The Home News Tribune, The Star Ledger and posted on STATEMENT OF MEETING
the Bulletin Board on January 6, 2017. Notice was published in The NOTICE
Home News Tribune and The Star Ledger on January 11, 2017.

ORDINANCE #17 -20 was Introduced and Adopted on First Reading
and the Municipal Clerk Authorized and Directed to advertise
same for Public Hearing to be held Deceiber 28.28. 2017 . Upon
MMS &C by Councilmembers Krum and Bellino. Upon Individual
Roll Call Vote Councilmembers Bellino, DiMascio, Johal, Krum and
Naples Voted in the Affirmative. Councilman Diaz was noted
absent.
Councilmember Naples: This is the area on the Waterfront by
Conrail for the pedestrian bike path that we did receive some
Grant money for.

from the U.S. Metals settlement for Waterfront improvements.

or are there limitations such as for Rottweilers.
COUNC►LMEMBER NAPLES Councilmember Naples: There are standards involved and I
believe it is for four (4) family homes and above.
ROBER "f F.I. BERGEN, ESQ Robert J. Bergen: If the landlord determines that the dog is
vicious then than they don't have to maintain that.

Upon MMS &C by Councilmembers Bellino and Krum the order of AGENDA AMENDED
business was amended to include Resolution #17 -180 "Supporting
Application by NJ Transit for Funding for the Ferry ". Upon
Individual Roll Call Vote, Councilmembers Bellino, DiMascio, Johal,
Krum and Naples voted in the Affirmative. Councilmember Diaz
was noted Absent.
Upon MMS &C by Councilmembers Bellino and Krum and PUBLIC PORTIONS ON
unanimous affirmative vote of the five (5) Councilmembers RESOLUTIONS AGENDA
present, the Public Portion on Resolutions / Agenda items and New ITEMS AND NEXk'
Business was Opened to the Public. BUSINESS
Kevin Urban asked for clarification of #8, 10, and 15.
Councilmember Naples stated that #8 is certain properties in need
of redevelopment, condemnation area. That is the Hill Section,
the top of Pershing and Roosevelt.
Robert J. Bergen explained that #10 is various vacant lots
scattered throughout the town.
Councilmember Naples explained that #15 is Duke Realty
Corporation that is taking over a project of the warehouse that is
on Federal Boulevard.
Robert J. Bergen explained that the agreement allowed for the
transfer and is being transferred to Duke which is a multi - national
corporation from the Hampshire Group.

Councilmember Naples Abstained on #8 (Resolution #17 -172) and
voted yes on all other resolutions.
Councilmember Diaz was noted Absent.
Upon MMS &C by Councilmembers Diaz and Krum all bills
appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon Individual Roll Call Vote,
Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted
in the Affirmative. Councilmember Diaz was noted Absent.
Carteret Planning Board - Resolution of Finding recommending that
the 33 parcels in the Hilltop Redevelopment Area Assessment be
Designated as a Condemnation Area in need of Redevelopment.
Upon MMS &C by Councilmembers Bellino and Johal and
Unanimous Affirmative vote of the five (5) Councilmember present,
the Communications was ordered to be received and place on File.
Councilmember Diaz was noted absent.

COMMITTEES:
BUILDINGS & GROUNDS — Committee Chairman Johal reported
progress.
PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman
Bellino stated that everything was good.
POLICE — Committee Chairman Naples reported the she is good
until the general meeting.
FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum
stated that he will have his report at the general meeting.
PUBLIC WORKS — Committee Chairman DiMascio stated that one
of his good guys down at the sewer department, Bert Irizzary
retired on Friday.
Councilmember Naples asked how many years he had.
Councilmember DiMascio said he thinks around twenty -eight (28).
It was all of a sudden. He said they are losing a good guy but
otherwise he reported progress.
After no further discussion, upon MMS &C by Councilmembers
Bellino and Krum and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:08 P.M.
