The Special Council Committee, Board of Public Works of the City of Richmond, Indiana, met in regular session at the office of said board on Friday January 29th, 1932, at 9 o 'clock A. 1. All the mem- bers of said Board, ...Messrs, . Ford, Crabb_ and Schnieder being present the following proceedings were had, to-wit : The minutes of the preceeding meetings were read and approved. Request for an arc light at South 7th & "M" Streets, was received and taken under advisement for investigation. The Board directed Park Sup 't . , Coleman and Street Commissioner Schnieder, to clean up Clear Creek Park in conjunction with the City Civil Engineer and the City Plan Commission. RESOLUTION A resolution adopted by the Special Committee of Council acting as a Board of Works for the City of Richmond, Indiana, adopted at a regular meeting of said Committee held by it on the 29th day of January, 1932 in the City Building in the City of Richmond, Ind. , WHEREAS an order was made and approved by the Public Service Commission of Indiana in a certain proceeding before- said Commissio , entitled Atlas Underwear Company et al . , petitioners vs. The City of Richmond, Indiana, and the Municipal Electric Lighting &. Power Plant of Richmond, Indiana, respondents, Number 10,41!+, upon a pet ition filed by said petitioners praying that the rates and charges made by the Municipal Electric Lighting & Power Plant of the City of Richmond, Indiana, to its customers be reduced, and which order_ . directed the said City of Richmond and said Special Committee of Council acting as a Board of Works to prepare a schedule of rates and charges that will reduce the total revenues of said Municipal Electric Lighting & Power Plant by One Hundred Thousand Dollars pe • Year as compared with the annual revenues indicated by the earning.- MT the month of October, 1931, and that such schedule be prepared and submitted to said Commission for approval; NOW THEREFORE Be it resolved by the said Special Committee of • Council acting as a Board of Works for said City of Richmond that the following schedule of rates and charges prepared under the di- rection of this Committee of Council be and the same is hereby adoN- ted and ratified as the schedule of rates and charges which shall 4e charged by said Municipal Electric Lighting & Power Plant for elec- tric current sold to its customers and services rendered by it to such customers on and after the 1st day of March, 1932, and that all charges made to customers upon readings of meters taken after said date or entered upon the books or records of said plant after said date shall be fixed, charged and determined according to the said schedule of rates and charges as follows, to-wit :- Availability CITY LIGHTING RATE "A" Available upon application to residence or commercial lighting consumers within the city limits taking energy through one meter f r lighting & small appliances connected by lamp sockets or lamp rece - ta:cles.Motors up. to 2 H.P . may be served under this rate in conjun ction with lighting service provided, however, that motors of over 1/2 H.P. must be connected 220 volts, single phase. No welding machines or power appliances subject to violent flu .- tuations will be permitted on the lighting circuit . ENERGY RATE: For the first 50 KWH used per month 5 0 KWH(50 net per KWH. ) For the next 150 KWH used per month 4t=0 KWH ( + net per KWH. ) For the next 300 KWH used per month 3(p per KWH. For the next 500 KWH used per month 2- per KWH. For the next 500 KWH used per month 2 per KWH. For all over 1500 KWH used per month 240 per KWH. Minimum Charge $1.00 month per meter. TYPE SWITCHES All meter service switches for 30, 60 and 100 ampere, both . single and polyphase installations shall be of the accessible fuse type. • 27. MASTER SWITCHES • Main entrance or Master Switches for grouped installations need only be of an approved externally operated type, and shall have the top end equipped with blank knockout walls. 28. CABINET DESIGN Cabinets shall be of an approved standardized type, regard- ing knockouts, operating lever and sealing devices. 29. BANKED INSTALLAT'IOdS 'C Cabinets of 30 amperes size shall be provided with U-shape twistouts, channel extensions orequivalent knockouts in sides to permit connecting the cabinets together for banked installations. 30. END WALLS . All 30 ampere Meter Service Switches (excepting for poly- phase service) shall be equipped with a new type N.E. L.A. end wall designed to fit all meters with standardized terminal chamber. All 60 and 100 ampere Meter Service Switches for single phase service shall be equipped with a shutter type end wall with a shutter closing. plate. Opening in the shutter type end wall shall be 7 inches long and 2 inches wide. All 60 and 100 ampere Meter Service Swithces for polyphase_ service shall have the top end. equipped with adapter end wall to accommodate the standardized side connected meter trim for polyphase service, and dimensions to meet the N.E.L.A Meter Committee. Speci- fications if bottom connected standardized terminal chambered meters are used. 31. TEST LINKS • • All 30 ampere meter service switches shall be equipped with load side test links or test switches, together with the necessary; test clips. All 60 and 100 ampere meter service switches shall be equipped with both line and load test links and the necessary test clips. • BRANCH CIRCUITS Branch circuit or load side fuses shall not be installed in the meter service switch cabinet or any part thereof. Branch circuit or load side fuses shall be installed in an enclosed steel box which shall provide sufficient room for wiring in same. 33. METER CONNECTIONS All three wire service (single phase) up to and including 100 ampere meter service switch shall use six (6) terminal meters, requiring in addition to the usual four (4) wires, two (2) No. 14 R. C. Wires for a potential circuit to meter and securely fastened under screws or attachments on switch ahead of fuses. 3Z4. METER LOOP All meter loops shall extend at least 5 inches above top 86 of cabinet and shall be cut , never bridged through . At least 18 inches of wire shall extend above cabinet on all polyphase installations up to and including the100 ampere meter service switches. All wires to be furnished and installed by 'the Customer. 35. SINGLE FUSING • Single fusing shall be used on service and load side when neutral conductor is properly grounded. 36. METER TRIMS Meter trims shall be provided by the Utility. 37. METER BOARDS Meter Boards shall be provided and constructed of clean, soft, dressed lumber at least 7/8 inch thick, free from knots, cracks and checks and painted with a good quality of black paint or clear varnish. If mounted on brick or concrete walls, an air space shall be provided back of the meter board. The meter and service entrance cabinet shall be mounted on the same meter board and board shall be at least 10 inches wide, and shall extend at least 10 inches above top of service entrance cabinet. Meter board shall not be plastered . over. - 38. HEIGHT OF METER • Meter boards shall be placed so that the top of service cabinet on the board will not be more than six and one half feet or less than five feet from the floor. At least, three feet clear space shall bep iovided in front of each meter. 39. CURRENT TRANSFORMERS In metering of lighting installations in excess of 75 amperes or power in excess of 30 h.p. polyphase, it will be necessary to install current transformers, - and the customer shall provide an enclosed steel box of sufficient, size to house this equipment. The Utility shall be consulted.. on specifications for this box and on metering for all installationb of such a character. 4o. METERING PANEL In installations requiring current transformers a steel panel for test switch and meter will be installed. This panel will be furnished by the Utility and installed by Customer, such panel can be secured from the Utilitye s meter department upon application for same and it ,is complete within itself. 41. APARTMENT HOUSES • All new apartment houses, office buildings, _ flats, etc: when wires shall be so wired that each separate occupancy- may be individually metered, said meters shall be mounted on a common meter board with an approved switch provided for each consumer. The meters shall be so 11 spaced as to allow at least six inches between nearest points of ad— joining meters both in a horizontal and vertical direction. 42. SEALING OF ENTRANCE SWITCH • The Utility reserves the right to seal all service cabinets for the proper. protection of its metering equipment . • 87 43. NEUTRAL WIRE • In three wire single phase installations the neutral wire is not carried through the meter, but should run direct from the main switch to the branch blocks. In three phase installations all three wires shall go in and out of meter, unless current transform- ers are to be used. 44. MARKING OF SERVICE SWITCHES . 11 In apartments, suites and offices in the same building all service cabinets shall be plainly and permanently marked or tagged, showing to what set of rooms the cabinets belong. 45. METER LOCATION Meters shall be located in building as near as possible to the point of service entrance in a clean, dry place, readily accessible at all times. Meters shall not be installed outdoors, in bathrooms, toilet rooms, coal bins, over doors or windows, on wooden partitions, in air or elevator shaft, over stoves, boilers or radiators, in close proximity to belts, shafting, .engines, motors or machinery in any place liable to excessive vibration, extreme temperature, or in places dangerous to meter readers or testers. - In buildings served through 2, 3 , or 4 meters from a single set of service conductors not exceeding 150 volts to ground, • theservice conductors may be run to a separate switch and cutout for each meter if grouped at the point of entrance. The service run shall be continuous to the last service switch and cutout or to the bus on a switchboard, but taps may be made to the .individual service switches. (In installations involving more than 14 meters the entire current shall be taken through one main entrance switch) . For all outside installations .such as billboards, etc. . there shall be a weather- proof steel box provided with approved fuse• switch, such as will permit the meter being read through a glass covered opening in the front of -the box. • Meters shall not be installed in locations subject to dust or within five feet of gas meters, large bodies of iron, bus bars or main conducturs causing heavy current. Meters shall not be in- stalled in restaurant kitchens- or similar places when it is possible to place them elsehwere, but should it prove necessary to irntall a meter in such a place the Customer shall provide a suitable box to contain the meter. This box shall be at least eighteen (18" ) inches .wide by twenty-eight (28" ) inches high by nine (9" ) inches deep, with - a self-closing hinge door and a secure latch. Meter and entrance cabinet shall in no case be installed above street . floor level. 46. DROP IN VOLTAGE. The Utility cannot be responsible for drop in voltage to any point of Customeres wiring provided proper voltage is delivered at point of entrance. 47. VOLTAGE Motors larger than 2 H.P. and up to 5 H.P. shall be 220 volts single phase unless polyphase is already available. Motors having a starting current of more than 15 amperes shall not be in- stalled on 115 volt lighting circuit. • 48, COMPENSATOR All single phase squirrel cage motors over 3 H.P. and all polyphase squirrel cage motors of more than 72 H.P. shall be equippe . with a starting compensator approved by the Utility. The connection in starting compensator shall be made to give in all cases the lowes voltage that will provide sufficient torque to start themotor. 88 • Motors made for across the line starting up to and includ- ing 25 H.P. may be connected to the line without starting compensator, when starting current does not exceed 250% of the full load rating of the motor. 49. SPECIAL MOTORS In case of special high torque elevator motors designed for intermittent duty, motors up to and including 20 H.P. may be installed without starting compensators. The characteristics of these motors shall be such that maximum in-rush of current at start- ing will not exceed 250% of full running current. PRIMARY POWER SERVICE Where power service is supplied at primary voltage of 2,300 and above the customer is equired to provide spaeo on premises for the installation of the equipment necessary to give service. The customer shall provide equipment as approved by the Utility. Specifi- cations are on file in the Utility' s office and Customers are re- quested to consult the Utility before proceeding on installations of this character. • 50. ATTACHMENT OF ANTENNAS TO UTILITY' S POLES Requests for attachment of antennas shall be made in writing and after inspection of the pole on which contact is to be made it is found that such contact will not interfere with the Utility' s use of the pole, and .if it is found that the Utility' s lines connected to said pole do not carry a potential of over 220 volts, permission will be granted. -51. ANTENNA The antenna shall be dead ended into an approved strain in- sulator and shall not be nearer than fifteen (15) feet at anypoint to the Utility' s lines and in no case shall they be installed in such a way that they cross over the Utility' s lines. The connection shall be made between. the strain insulator and the Utility' s pole by the use of non-Metallic material. • 52. ALTERATIONS AND ADDITIONS When the Utility connects a consumer, arrangements are made for rriet:ers, transformers and other metering equipment, to fit the *installation, as it is at that time. It is very essential that the .Customer should give notice to the Utility of any material addi- tion in load which is to be added to the wiring system, and it is advisable for the Customer to consult with the Utility regarding both motors and lighting, so that proper types of equipment will be obtained. The Utility will necessarily have to hold the Consumer. liable for any damage shown by the Utility to have been caused by increases in load added to the system without its permission. 53. METER SEALS Tampering, interfering with, or breaking of seals of meters switches or other equipment of the Utility installed on the Customer' :- premises is prohibited by law. If it is found that a consumer is diverting his electrical current so that said current is not registering properly through the meter, said consumer may be required to install, at his own expense, special service to be approved and sealed by the Utility. 54. OVERFUSING • Tov safeguard both the property of the Customer and that of the Utility, the Customer is warned against overfusing either the main fuses or those on branch circuits. tl RURAL LIGHTING RATE "B" AVAILABILITY Available upon application to residence or commer- cial lighting consumers outside the 'city limits taking energy through one meter for lighting and small appliances connected by lamp sockets or lamp receptacles. Motors up to 2 H.P. may be served under this rate in conjunction with lighting service provided, however, that motors of over 1/2 H.P. must be con- nected 220 volts, single phase. No welding machines or power appliances subject to violent fluctuations will be permitted on the lighting circuit. ENERGY RATE For the first 50 KWH used per month 4 cents per KWH (80 net per KWH) For the next 150 KWH used per month 54 cents per KWH (54-¢ net per KWH) For the next 300 KWH used per month 4 cents per KWH For the next 500 KWH used per month 32 cents per KWH For the next 500 KWH used per month 3* cents per KWH For all over500KWH used per month cents per KWH 1 MINIMUM CHARGE $2.20 per month per meter PROMPT PAYMENT DISCOUNT I A discount of one-half cent per KWH will be allowed on the first 200 KWH only, or 200 off the minimum charge if the account is paid within the discount period. • CITY POWER RATE "C" AVAILABILITY Available upon application to all power consumers within the city limits who have 2 H.P. or more rated capacity connected motor load and taking electrical energy through one power meter. Power consumers who have 25 H.P. or more connected motor • load and whose connected lighting load does not exceed 30% of the . j total connected load, may be served through one meter for both ' power and light and billed under this rate, provided that if the voltage variation of the lighting load is such that regulating apparatus becomes necessary, the consumer must install such appara- tus at his own expense. ENERGY RATE For the first 500 KWH per month 3?o per KWH (30 net per KWH) For the next 500 KWH per month 26 per KWH For the next 9000 KWH per month 140 per KWH For all over 10000 KWH per month 1+.0 per KWH d • CITY POWER RATE "C" cont" d MINIMUM CHARGE $. 25 per month per H.P. or fractional part thereof of total connected rated capacity, but not less than W..00 per month for each single phase service and not less than $1.35 per month for each three phase service. PROMPT PAYMENT DISCOUNT A discount of one half center per KWH on the first 500 KWH only or a discount of 100 off the minimum charge will be made if the account is paid within the discount period. PRIMARY METERING DISCOUNT • When meter is located on primary side of the trans- former, a special discount of 5% of the KWH registered will be made. RURAL POWER RATE "D" AVAILABILITY Available upon application to all power consumers outside of the city limits who have 2 H.P. or more rated capacity connected motor load and taking electrical energy through one power meter. Power consumers who have 25 H.P. or more connected motor load and whose connected lighting load does not exceed 30% of the total connected load, may be served through one meter for both power and light and billed under this rate, provided that if the voltage variation of the lighting load is such that regu- lating apparatus becomes necessary, the consumer must install such apparatus at his own expense. Rural power consumers who will contract to pay for a minimum of 1000 KWH each and every month May be billed under City Power Rate "C" . ENERGY RATE For the first 500 KWH per month 50 per KWH ( 20 net per KWH) For the next 500 KWH per month 30 per KWH For the next 9000 KWH per month 40 per KWH For all over 10000 KWH per month li0 per KWH MINIMUM CHARGE $.25 per month per H.P. or fractional part thereof of total connected rated capacity, but not less than $2. 10 per month. PROMPT PAYMENT DISCOUNT A discount of one half cent per KWH on the first 500 K' r only, or a discount of 100 off the minimum charge will be made if the account is paid within the discount period. PRIMARY METERING DISCOUNT When meter is located on primary side of the trans- former, a special discount of 5% of the KWH registered will be made. • BREAK DOWN AND AUXILIARY - FATE "EU AVAILABILITY Limited to consumers normally operating their own plants or taking service from another Utility. Current shall be taken at primary distribution voltage of 4100 or 13 , 200 volts. All consumers under this rate must own, install, operate and maintain all of their ! transformer and auxiliary equipment. Consumer shall contract for a minimum demand of not less than 10 KW. DEMAND RATE For the first 25 KW demand, 02. 50 per KW per month For the next 25 KW demand, $2.00 per KW per month For the next 50 KW demand, $1. 50 per KW per month For all over 100 KW demand, $1.00 per KW per month ENERGY RATE In addition to the above demand charge, a secondary charge 1 for energy used shall be made as follows: For the first 10,000 KWH used per month 2+0 per KWH (2¢ net per KWH) All over 10,000 KWH used per month 1 ,0 per KWH PROMPT PAYMENT DISCOUNT • A discount of Vic; per KWH will be allowed on the first 10,000 KWH only, if the account is paid within the discount period. MINIMUM CHARGE The monthly minimum bill shall be the demand charge, pro- vided however that the monthly bill for both demand and energy shall be not less than $25.00. PRIMARY METERING DISCOUNT • In consideration of the meter being located on the primary side of the transformer a special discount of 5% of the KWH regis- tered will be made. DEMAND The Demand, stated in Kilowatts, shall be the average of the three highest fifteen minute integrated demands occurring during the current month as measured by means of permanently installed demand meters that either indicate or record directly the consumer' s average demand for fifteen minute intervals or record the equivalent of the kilowatt-hours used (as recorded by the Watthour Meter) , in fifteen minute intervals, or by such other type of meters as will determine the equivalent thereof and as may be approved by the Public Service Commission of Indiana. All demand charts of demand meters shall be preserved for at least three years and a permanent record shall be kept by the Utility to show customer' s name, location, date, the maximum demand readings, etc. The billing demand for the first month shall be the demand as shown by the demand meter and the consumer shall be billed in accordance therewith for each consecutive month thereafter until exceeded by the demand in a subsequent month, then such subsequent month' s increased demand shall be used as the billing demand in a like manner, provided, however, that if said demand has not been increased in any month during the following eleven months, the 4 BREAK DOWN AND AUXILIARY - RATE "E" cony d demand for the month immediately following expiration of such twelve months period shall be the basis for a new billing demand for such month and for each of the next succeeding eleven months unless in on of such succeeding months a higher demand shall occur, then such method shall be continued and repeated throughout the life of the contract . METERING The service shall be metered at one point and through a single watt hour meter. The demand and energy will ordinarily be measured at the primary voltage of supply. When measurements are made at any other voltage, the readings of the meter shall be cor- rected to be as of primary -voltage of supply. All meters will be owned, installed and maintained by the Utility. • TRANSFORMERS • All transformers, converters, voltage regulating equip- ment and their auxiliary apparatus and all necessary electric lines upon the customers premises used exclusively for customers service shall be owned, installed, operated and maintained by the customer. BREAK DOWN AND AUXILIARY-OFF PEAK-RATE "F" AVAILABILITY Limited to consumers normally operating their own plants who desire to purchase energy during the Utilityas off peak period. 11 Current shall be taken at primary distribution voltage of 4100 or 13,200 volts. All consumers under this rate must own, in- stall, operate and maintain all of their transformer and auxiliary equipment. Consumer shall contract for a minimum demand of not less than 10 KW. PRIMARY METERING DISCOUNT In consideration of the meter being located on the primary side of the transformer a special discount of 5% of the KWH register- ed will be made. "OFF-PEAK" SERVICE PROVISIONS The terms "on-peak" and "off-peak" as used hereinafter shall be defined and accepted for service under this rate as follows: aa "On-peak" - 6:00 A.M. to 6:00 P.N. (except Saturdays, Sun- days and Holidays) "Off-peak"- 6:00 P.M. to 6:00 A.M. Saturdays, Sundays and Holidays shall be considered as "off- peak" . The consumers shall contract for "off-peak" service and in no case shall the consumers be entitled to the reduced rate for "off-peak" service unless "off-peak" contract has been made. The de- mand contracted for or any subsequent "off-peak" demand established shall be the billing demand and the utility shall not be required to supply over .20% of said demand during the "on-peak" period. The demand charge shall be computed as follows: For that portion of the demand which is "on-peak" (not to exceed 20% of the "off-peak"demand) the full stipulated demand rate shall be charged. For the remaining portion of the demand, the demand charge shall be one-half the stipulated demand rate: • DEMAND i The demand stated in kilowatts, shall be the average of the three highest 15 minute 'integrated demands occurring during the current month (during the "off-peak" period) as measured by means of permanently installed demand meters, that either indicate or re- cord directly the consumers ' average demand for 15 minute intervals or record the equivalent of the KWH used (as recorded by the Watt- hour meter) in 15 minute intervals, or by such other type of meters as will determine the equivalent thereof and as may be approved by the Public Service Commission of Indiana. The demand charts of the demand meters shall be Preserved for at least three years and a permanent record shall be kept by the Utility to show customers, name, location, date, the maximum demand readings, etc. The billing demand for the first month shall be the demand as shown by the demand meter but not less than the demand contracted for and the customer shall be billed in accordance therewith for each consecutive month thereafter until exceeded by a higher '?off- j peak" demand (or when the "on-peak" demand exceeds 20% of the "off- ' peak" demand, in such case the "off-peak" demand shall be increased Ito the extent that such increased "on-peak" demand will be 20% of ' his "off-peak" demand" , then such increased demand shall be used as ' the billing demand in a like manner for the next succeeding eleven months, unless again increased, provided, however, that if said demand has not been increased in any month during the following eleven li • 76 months, the demand for the month immediately following expiration of such twelve months period shall be the basis for a new billing demand for such month out not less than the demand contracted for and for each of the next succeeding eleven months, unless in one of such succeeding months a higher demand shall be established, then such method shall be continued and repeated throughout the life of the contract. METERING The service shall be metered at one point and through a single Watthour Meter. The demand and energy will ordinarily be measured at the primary voltage of supply. When measurements are made at any other voltage, the readings of the meter shall be correcr- ed to be as of primary voltage of supply. All meters will be owned, installed ,and maintained by the Utility. TRANSFORMERS All transformers, convertors7 voltage regulating equip- ment and their auxiliary apparatus and all necessary electric lines upon the customers premises used exclusively for customers service shall be owned, installed, operated and maintained by the customer. -CITY HEATING AND COOKING RATE "G10 AVAILABILITY Available upon application to . consumers within the city limits for electrical cooking or heating or battery charging appli- ances of rated capacity of not less than 2 KW each permanently in- stalled and in regular use. Small appliances as well as motors of 2 H.P. or less, each permanently installed and in regular use, may be used on this rate but will not be considered in qualifying for said rate. Customers must arrange their wiring so that a separate meter can be installed, for this service, separately and apart from their lighting service. Miscellaneous receptacles shall not be attached to this wiring. No welding machines or power appliances subject to violent fluctuations will be permitted under this rate. ENERGY RATE For the first 15 KWH used per month 53-0 Der KWH (50 net per KWH) For the next 485 KWH used per month 30 per KWH (220 net per KWH) For all over 500 KWH used per month 20 per KWH MINIMUM CHARGE 24.00 per year PROMPT PAYMENT DISCOUNT A discount of 2O per MI will be allowed on the first 500 K1H only if the account is paid within the discount period. * * *- rArl RURAL HEATING AND COOKING RATE "H" AVAILABILITY _ Available upon application to consumers outside the city limits for electrical cooking or heating or battery charging appli- ances of rated capacity of not less than 2 KW each permanently in- stalled and in regular use. Small appliances as well as motors of 2 H.P. or less, each permanently installed and in regular use, may be used on this • rate but will not be considered in qualifying for said rate. Customers must arrange their wiring so that a separate meter can be installed, for this service, separately and apart from their lighting service. TEMPORARY SERVICE RATE "0" • When electricity is to be used for temporary purposes only, the customer shall pay in advance for service connections and meter settings in accordance with cost as estimated by the Utility for . making the connection and removing. In case there is already a service connection to the customers premises, the payment shall be $2.00. In addition to the above connection and disconnection charge, the customer will pay the rates applying to his particu— lar class of service as are authorized by the Public Service Comm}sdon of Indiana. SPECIAL HOSPITAL RATE All electric service for the Reid Memorial Hospital, located - in Spring Grove, to be metered on one meter and furnished free so long as consumption does not exceed 10% more than that used in 1929 or 107656 KWH. Hospital to be billed for any and all excess under Lighting Rate "B" . The foregoing Special Rate for Reid Memorial Hospital was authorillp�ed by the Public Service Commission of Indiana, Order #9994, approved December 27, 1929. 81 GENERAL SERVICE RULES AND REGULATIONS INTRODUCTION 1. THE FOLLOWING RULES, REGULATIONS AND SUGGESTIONS issued by the Municipal Electric Lighting & Power Plant; for the purpose of presenting to the public the special requirements governing service, application for service, the use of motors, industrial appliances, heating and cooking apparatus, rules governing wiring, etc. A hearty co-operation in the maintenance and ob- servance of these Rules, Regulations and Suggestions will ma- terially assist in rendering the best possible service. 2. THE CITY BUILDING INSPECTOR, AS WELL AS THE UTTILITY'S INSPECTORS are required to s ee _that these "Rules and Regulations" are com- plied with, and they are instructed to render the Customer every possible aid in doing so . Please feel free tocall upon us to assist in laying out your electric wiring. We maintain a de- = partment that is at your service to assist in laying out correct lighting installation, to help you to select the proper motor for your job, to help in the selection of all industrial and home appliances. The Customer should bear in mind that the "National Electric . Code" , the City Ordinances and the State Laws must be complied with in each case, and the Customer is referre• to these instrwnents (some of which are copied into .this book) for further information. 3. THESE RULES AND REGULATIONS have been filed with and approved by the Public Service Commission of Indiana and supersede all similar publications issued by the Utility prior to this date, and are subject to change without notice upon the order of the Public Service Commission. From time to time the Utility may issue additional information supplementing these rules, and all persons who wish to receive such information should advise the Utility in order that their names may be placed on the mail ing list. The rules set forth herein shall apply to all electric install- ations connected to the Utility' s lines, and are considered as incorporated in all applications and contracts. 4. The Customer must have all new wiring inspected and approved by the City Building Inspector before applying to the Utility for service. The Utility' s Inspectors do not _ inspect wiring except as it affects the service entrance, meter locations and general arrangement and location of fuses. 5. The Utility reserves the right to refuse service to any new irsLallation or to disconnect any existing installation that does not comply with such requirements, and will not be responsi- ble in any way for any defect in the wiring or equipment of the Customer or for damage that may result from such defects. GENERAL ' 11 6. APPLICATION OR CONTRACT REQUIRED A written application or contract properly executed and a credit arrangement satisfactory to the Utility or a cash deposit as provided ,in: the P. S. O. I. Cause 5344 will be required from each consumer before the Utility will be required to supply service provided, however, the Utility shall have the right to reject for valid reasons any such application or contract. 7. SERVICE INTERRUPTIONS The Utility will use reasonable diligence in provid- ing a regular and uninterrupted supply of electricity, but if 82 the supply should be interrupted or fail by reason of accident, strikes, legal processes or procedure, State or Municipal action or interference, extraordinary repairs or for any cause not within the control of the Utility, said Utility shall not be held liable for damages for such interruption or failure and such interruptions or failure shall not invalidate any of the convenants of the contract. - 8. RIGHT OF WAY OVER CONSUMERS PREMISES The consumer grants to the Utility free from. compen- sation, right of way over and on consumers' premises for the location and maintenance of necessary poles,wzres-, underground construction and appurtances, also if necessary, space in build ings for the installation of transformers, meters and other appliances together with a right to enter such premises at reasonable hours to inspect, maintain and repair that which is necessary to the performance of the contract , to read meters and on termination of contract for the purpose of removing its • property and for all other purposes proper within the contract. The consumer shall obtain or cause to be obtained all permits, except street permits or certificates necessary to give to the Utility or its agents proper access to the equip- ment and to enable its conductors to be connected therewith, or for other purposes proper under the contract. The consumer grants the. Utility the right to the use of such poles, wires or appurtances set on or over his premises for the purpose of supplying electrical service to- other consumers. 9. RELEASE OF UTILITY FROM LIABILITY 11 The Utility shall not be liable for damage result- ing to the customer or to third person from the use .of elec- tricity or the presence of the Utility' s appliances or lire on the Customer' s premises. 10. RIGHT OF OUTOFF The Utility shall have the right to discontinue its service for any of the following reasons: • 1. For repairs 2. For want of supply 3. For non-payment of bills 4 For any fraudulent representation or concealment in relation to consumption or use of energy • 5. For violation of, or refusal to comply with any of the conditions or regulations applying at any time to Customer' s service. 6. In event the Customer' s service is detrimental to the service in general or his immediate locality 7. When made incompatible, unreasonable or unlawful by an order of the Public Service Commission of Indiana, ordinance or resolution of the Munici- pality, Orders of Fire Marshal ' s Office, or laws of the State of Indiana and any other political subdivision thereof, or of the Federal Government or any of its agencies. 8. To prevent any unlawful discrimination in rates or service 11. PROPER SCHEDULE TO BE SELECTED • A copy of the Rates, Rules and Regulations will be furnished upon application at the Utility office .and the con- sumer may select the proper schedule under which he .is quali- fied to be served. 83 • • The consumer is entitled to the lowest rate earned under the duly authorized schedule of rates and may change from one rate to another once during the first contract period, effec- tive retroactively to the date of connection and once at the end of each twelve month period thereafter but not effective retroactively. • 12. UTILITY° S RESERV4.TIONS Before wiring any building or purchasing any electrical equipment - the Customer should in writing present to the Utility a list of devices which are to be attached to the lines of the Utility and giving the location of his buildings. The Utility will, upon receipt of such information, advise the style, voltage and description of the current it will fur- nish. ay 13. SPECIAL CHARGES A temporary removal of meters, changes in services, - etc. , requested by Customer shall be done by the Utility and charged to the customer at actual cost. • The Utilityreserves ' the right to demand a deposit or payment from the Customer for extraordinary lines or service exten- sions as set forth in Standard Rules as filed with the Commission. 14. MISCELLANEOUS RECEPTACLES All inside wiring shall be in accordance with the rules of the Utility, legal requirements and safety codes and proper- ly arranged so that no miscellaneous receptacles can be attached to the heating and cooking circuits whereby small appliances can be used thereon. • 15. DISCOUNT PERIOD All bills for current used in any one month will be- . come due on date shown on the statement left by the meter reader, which date will be five days after the meter has been read. Such bills' will become delinquent in nine days after date due. If checks are mailed the postmark must show-that same was mailed before mid- night of the last day of the discount period. No discount will be allowed on delinquent bills. All bills shall be due and payable at the office of the Utility at 32 South Eighth Street . All meters will be reach each month when possible. If, for any reason, the meter is--not reach each month, then when a reading is obtained, the total K4H consumption so shown shall be divided by the number of months since previous reading and billed on a monthly basis. Failure to receive bill will not entitle customer to - discount allowance for prompt payment. In the event the service is discontinued for non-payment , a charge of ., 2.00 shall be made for - reconnection. 16. CONTRACTS Contracts with consumers shall provide for a fixed term of not less than one year commencing when the Utility begins . to supply electricity hereunder, and the obligations of both parties continues after the expiration of such fixed term until either party shall have received from the other, thirty days written notice to ' discontinue service; provided; the Utility may require contracts ' for some specified term for a period longer than one year when un- usual construction of equipment expense is necessary to furnish the service, such special contracts, however, should be first approved by the Public Service Commission of Indiana. Si • • 1 . SYSTEM OF DISTRIBUTION One system of electrical energy is available; 60 cycle alternating aarrent. Secondary distribution consists of single and polyphase service for power, and two and three wire service for light ing. 18. POINT OF SERVICE . The Customer' s Wiring shall extend to a point on his premis -s11 most convenient for connection with the Utility' s service, which poin. shall be designated by the Utility. Such point shall be as near 15 feet from the ground as the building height will permit. 19. SERVICE SUPPORT • Service entrance shall be so located that it will not be necessary for the Utility to install more than one set of wire attach- ments on Customer' s premises to support the Utility' s service wires. 20. SERVICE CONNECTION LENGTH Service wires up to and including No. 1 - B.& S. gauge shall extend at least thiee feet beyond the end of the conduit for the Utility to attach its wiresthereto. Wires larger than No. 1 - B.&S. gauge shall be made to extend at least six feet beyond the end of the conduit. 21. ATTACHMENT TO BUILDING Substantial supports for attaching the Utility' s service wires to building, in which wood or lag screws at least .k2 inches long may be used, shall be provided on all tile, stucco, concrete, plastered metal lath and sheet iron buildings. 22. NEUTRAL MARKINGS The grounded wire of all 115 volt and 115-230 volt service entrances shall be of whitecovered insulation when No. 2 - B.&S. wire (gauge) or less is used. When conductors larger than No. 2 B. & S. gauge 'are required the grounded neutral shall have continuous distinctive marking. In all cases the neutral wire shall extend throagh the center hole of conduit fitting. 23 . TWO AND THREE WIRE SERVICES All service for lighting installations of more than one circuit shall be made as a three wire system. All residences or buildings designed to accommodate more than one electric consumer must have a three wire service entrance and in no case will more than one entrance be made to any such build- ing for any given class of service, namely - light, power, or cook- ing and heating. 2-I-. UNDERGROUND SERVICE IN OVERHEAD DISTRIBUTION DISTRICT . A customer desiring underground Service shall at AS oven expense run lead covered cable in conduit from the meter location in the building to the pole from which connection is to be made; including the necessary conduit run up at the face of the pole and terminating in an approved weather proof conduit fitting, located at a point on the pole designated by the Utility' s Engineer. Parkway or any other approved cable for underground usemay be used without the use of conduit when service is installed in grass plots and not u ier pavements. 25. UNDERGROUND SERVICE IN UNDERGROUND DISTRIBUTION DISTRICTS The Utility will run service at its expense to the Customer 89 • Friday January 29th , 1932. •The Board now directed the Superintendent of Municipal Electric ' Lighting 8 Power Plant, to present the foregoing schedule of rates for electric energy, to the Puolic Service Commission. of Indiana, for their ratification and approval. The following communication was received, to—wit : Gentlemen: Lawrence F. Orr, State Examiner, has made the following ruling relative to tax exemptions allowed members of fire department. The allowance of firemen ' s exemption is a matter which should be handled by the clity or Town corporation, rather than the County. This expense applies only to the corporation fund. The taxes should be paid in full and then upon presentation of the tax receipt to the common council or the Board of Trustees 'of the city or town,- as the case may be, they can allow the proper exemption.
