Therefore , the Board of Selectmen , on behalf of all the citizens of the Town of Brewster, extend to Chauncey T. Reed a standing note of thanks for his sixteen years of dedicated ser- vice as a member of the Planning Board , Mr. Reed served as Chair- man of the Planning Board from June 1979 until March of 1981 . He chaired subcommittees which revised the Zoning Bylaws , established Subdivision Rules and Regulations and updated the Town Map . He gave invaluable assistance torthe Board in the in- spection of roadways within subdivisions drawing on his experience as a civil engineer. In addition , Mr. Reed was Clerk of the Water Quality Review Committee . We are grateful for Mr . Reed 's expan- sive knowledge ability and his generous willingness to share them with the Town . Ile REPORT OF THE BREWSTER FINANCE COMMITTEE FISCAL YEAR 1992 I . INTRODUCTION In planning for Fiscal Year 1992 , the Town of Brewster has been confronted with many financial problems which have required substantial expenditures from Free Cash , Stabilization and other reserve funds and a reduction in the present level of town services in order to arrive at a balanced budget . These problems include a poor regional economy , decreased revenue from all sources , increased costs related to land damage court judgments and/or settlements , and environmental and educational requirements . In addition , Brewster ' s growing long-term Capital Debt , which is the fifth highest per capita in the Commonwealth and the resulting annual debt expense of approximately $2 , 900 , 000 for FY92 , has also required that the Town make reductions in many areas in order to avoid an override elec- tion under Proposition 21/2 . With these facts in mind , the Finance Committee has made recommendations that it believes best meet Brewster ' s short-term finan- cial capabilities and long -term fiscal constraints . II . OBJECTIVES Since January 1991 , the Finance Committee has been evaluating the proposed FY92 Operating Budget, Warrant articles and all sources of revenue so as to assure the continuation of essential services , the funding of past commitments and the maintenance of a reasonable Tax Rate within the limitations of Proposition 21/2 , Ill . PROCESS The Finance Committee is responsible for presenting the budget of the Town for FY92 and for reviewing and making recommendations to the voters on all War- rant articles . The Finance Committee members were assigned liaison respon- sibilities to the various Town Departments and , after meeting with the appropriate representatives during the budget process , reported their findings to the full com- mittee . Major departments and boards were then invited to review final requests with the Finance Committee , The Finance Committee then considered and voted on each of the line items in the Operating Budget and will be recommending the final budget of $ 16 , 034, 486 . Petitioners of warrant articles also were invited to appear before the Finance Committee at posted public hearings . IV . FINANCIAL OVERVIEW A . Revenue Projections and Proposition 21/2 Restrictions In Fiscal Year 1992 , the maximum levy limit allowed by Proposition 21/2 is $ 11 , 987 , 187 . At the time of printing of this report , the total amount which may be expended by the Town , without requiring an override , is $ 17, 362 ,551 . This sum is calculated as follows : Levy Limit $ 115987 , 187 Estimated Receipts 4 , 2831582 Available Funds 111347632 $ 177405 , 401 The Finance Committee feels that it is in the best interest of the Town to restrict FY92 spending to an amount which will not exceed Proposition 21/2 limits and to use all necessary reserves to fund the budget and warrant articles within the limits of Proposition 21/2 . 83 B . Expenses In addition to the Operating Budget , there are certain reserve ac- counts , court judgments and state and county charges in the amount of $663 , 014 , which must be paid . The Operating Budget , as proposed by the Finance Commit- tee , totalled $ 16 , 034 , 486 . C . Other Available Funds Currently , Brewster has $740 , 000 in Free Cash and $520 , 000 in the Stabilization Fund . The use of the Stabilization Fund is restricted by statute and may be expended only for those items for which the Town may borrow . In the past Brewster has adopted a policy of maintaining $500 ,000 in Free Cash for unforseen financial emergencies . In FY92 , however , the Finance Com- mittee is recommending that we retain a smaller balance of under $200 ,000 in Free Cash so as to avoid an override election as would otherwise be required under Proposition 21/2 . V . OPERATING BUDGET The Total Operating Budget being presented by the Finance Committee is $ 16 , 034 , 486 and includes all school budgets . This budget increase continues a ` trend which , over the last five years , has resulted in an operating budget increase of 94% . As in past years , a significant portion of the proposed FY92 Budget is generally subject to little or no direct control (other than personnel layoffs) or is attributable to previous decisions made by the voters . This includes : Fixed Charges (including Debt Service) $4 , 593 , 059 6 , 690 , 151 School Town Department Wages 3 , 358 ,090 $ 14 , 6411300 This represents 88% of the Total Operating Budget . A major impact on operating budgets over the last five years has been the need to meet increasing enrollments in the school system . The elementary school budget has increased to accommodate the present enroll= ment , and Brewster' s share of Nauset Regional school budget continues to in- crease as Brewster ' s proportion of students in the region increases . It is impor- tant to note , in this regard , that the Finance Committee does not recommend approval of Article 6 (even though we are required to sponsor this article) because we believe the budget increase requested in this article is excessive . While our recommendation is that the Nauset Regional School Assessment of $3 , 738 , 837 be defeated and returned to the Nauset Regional School Committee for review and a budget more within our means , it appears likely that the Town will be required to fund a regional assessment of over $3 , 500 , 000 . Vis WARRANT ARTICLES Having recommended a FY92 Operating Budget to be funded within the limits of Proposition 21/2 and considering the additional potential demands due to land taking settlements and environmental and educational requirements , it was ap- parent to the Finance Committee that only warrant articles of an essential nature should be recommended for approval . There are 34 articles requiring financial expenditures . Of these the Finance Com- mittee has recommended for approval 25 articles , either in total or for a reduced amount . The Finance Committee is recommending for disapproval 4 financial 84 articles . Our comments on each financial article include a recommendation on how the article should be funded ; i . e . , by raising funds from taxes , the stabiliza- tion fund , or other available funds , or by borrowing either inside or outside of Pro- position 21/2 . In making its recommendations , the Finance Committee considered whether the proposed expenditure was an essential service or whether the Town could defer the expenditure until such time as its fiscal situation improves . A . Finance Committee Action 1 . Recommend Approval — Among the major expenditures included in the articles and approved by the Finance Committee , either in total as requested or on a reduced basis , are : Article 4 — Operating Budget Article 5 — Elementary School 206 Article 6 — Nauset Regional School Debt $2 , 859 ,561 Article 7 — Cape Cod Tech 500 , 561 Article 9 — Reserve Fund 208 , 248 Articles 12, 14, 15 — Union Negotiations & 125 , 000 Personnel Bylaw Wages Article 19 — DPW 111 , 300 Article 27 — Elementary School Roof Repair 85 , 000 100 , 000 Article 28 , 29 — Golf Equipment & Capital Improvements 88 , 400 2. Recommended Borrowing — The Finance Committee also recommended that the Town borrow funds for the following : Article 39 — Recreational Fields 170 , 000 3 , Recommended Placing Outside Proposition 21/2 — The Finance Commit- tee also recommends that the following be approved as being outside the limita- tions of "21/2 " with the understanding that a majority vote by ballot is required later: Article 39 — Recreation Fields 170 , 000 Article 5 — Special Town Meeting — Frey Property 4 , Recommended Disapproval Article 6 — Nauset Regional School Budget 3 , 238 . 266 VII . IMPACT ON TAX RATE There are so many variables involved in setting the tax rate apart from expen- ditures authorized at Town Meeting that it is difficult to make accurate predictions at this point . Nevertheless , the following may help to put the picture in perspec- tive . It has been broadly estimated that an expenditure of $500 , 000 is equivalent to 40 cents on the tax rate . If this estimate is correct , a $250 ,000 expenditure would mean an additional $40 a year on the tax bill for property assessed at $200 , 000 . In FY92, moreover, the tax rate will be increasing at a rate proportionate to the anticipated decrease in property values during the next revaluation . CONCLUSION The FY92 operating budget and warrant articles recommended by the Finance Committee represent a reduction in services provided by the Town of Brewster to its citizens . This reduction is due to the various factors described above and the limitations imposed by Proposition 21/2 . JJano ou 1u41 State recommends only three . There are 60 periods of Physical Education in the gym and 6 additional ones held in the cafeteria for Kindergarten each week . Por- table classrooms do not answer these conditions of overcrowding . You must understand that despite everyone ' s best guesses and visions of the future , Brewster continues to grow. I said at the close of my remarks to you last fall that perhaps people have moved away, but they have definitely left their children behind . The situation remains the same today. The most recent enrollment figure is 703 , and this despite children leaving the school . For each child who leaves , at least one other and usually more , replace him or her. Enrollment continues to increase regularly, as it has in the past . Since last fall , the Building Committee has looked closely at the possibility of renovating the Town Hall and returning it to its former use as a school . The Commonwealth of Massachusetts has notified us formally that the site is unacceptable for reimbursement for the following reasons : 1 ) the site is too small , comprising only 9 . 7 acres whereas the State requires a minimum of 10 acres in addition to one acre for each one hundred students in the school ; the building contains lead paint and other structural problems which would prohibit its use as a school . The Committee then began looking at other possible and potential sites for a new building and has identified three . We have asked the Land Acquisition Commit- tee for its assistance in helping us ascertain the suitability of each site for a school . The Building Committee shall move forward in its work. In conclusion , we would like you to know that our work continues because it must. The population of elementary age children increases with each month . The Town of Brewster has begun its first step in solving this very difficult and costly problem by establishing the Building Committee . For its part, the Committee will continue to examine each and every possibility available to it . The fact remains though , that our community needs to begin to build a new school to house and to educate our children . Recently, in Brewster as everywhere else on the Cape and in Massachusetts , Finance Committees and indeed the entire community have been scrutinizing local budgets . The Building Committee believes it is a community' s first obligation to educate its young people to the very best of its ability. I know you join with me and the Committee in working to find an acceptable and affordable solution to this most pressing problem . Finally, funds are still available from the State for reimbursement for school building projects . Our own community' s fiscal constraints have slowed our progress but we are still working for an acceptable solution to our schools ' and children 's needs . Thank you for your attention .
