RESOLUTION NO. 23-091
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, DIRECTING THE INTERIM CITY MANAGER TO
DEVELOP A RECYCLING PLAN REGARDING THE CITY
MUNICIPAL COMPLEX TO BE PRESENTED TO THE CITY
COMMISSION FOR CONSIDERATION AND APPROVAL;
PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Opa-Locka staff located within the City of Opa-Locka's
Municipal Complex utilize a significant amount of paper, cardboard and plastics when conducting
daily City business; and
WHEREAS, implementing a recycling program would assist the City in reducing the
amount of energy and gases now being produced by trash. A program will also be beneficial for
reuse of the internal material and allow for scheduled pick-up of the items to be recycled
externally; and
WHEREAS, overall, recycling can reduce the need to grow, harvest or extract new raw
materials from the earth; and
WHEREAS, the City Commission desires that the City Manager develop a recycling plan
for the Municipal Complex that takes into consideration existing resources, explores the types of
contracted services necessary and contemplates procurement vehicles that may be needed in order
to accomplish a recycling plan; and
WHEREAS, the City Commission further desires that the cost of conducting a
recycling program be included within the recycling plan and be presented to the City Commission
for final approval; and
WHEREAS, the City Commission has determined that it is in the best interest of the City
of Opa-Locka and its residents to develop a recycling plan for the Municipal Complex to be
presented to the City Commission for approval.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
Resolution No. 23-091
The City Commission of the City of Opa-Locka hereby directs the Interim City Manager
to develop a recycling plan regarding the City of Opa-Locka's Municipal Complex, along
with a budget to be presented to the City Commission for consideration and approval.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be authorized
by the Interim City Manager, following review by the City Attorney, without need of public
hearing, by filing a corrected copy of same with the City Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval of the
Governor or Governor's Designee.

Short Title:
A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager to develop a
recycling plan for the Municipal Complex to be presented to the City Commission for approval.
Staff Summary:
Municipal Complex staff utilize a significant amount of paper, cardboard, and plastic in conducting daily City
business. Implementing a recycling program will assist in reducing the amount of energy and gases being
produced by trash. It will also be beneficial to reuse the material internally or allow for scheduled pick-up of
the items to be recycled externally. Overall, recycling can make a drastic change in the utilization of these
valuable resources. In developing a recycling plan, the availability of potential contracts suitable to serve as
the basis for piggybacking purposes and/or the need to issue an RFP will be investigated.
Financial Impact - There will be no incremental cost in developing a recycling plan for the Municipal
Complex. The cost of conducting a recycling program will be included in the recycling plan to be presented to
the City Commission for approval.
Proposed Action:
It is recommended the City Commission of the City of Opa-locka adopt legislation directing the Interim City
Manager to develop a recycling plan for the Municipal Complex and present it for approval.
