City of Richmond, Indiana,
• Monday November 30th,, 1931.
The Special Council Committee, Board of Public Works of the City of
Richmond, Indiana, met in regular session Monday November 30th, 1931
at 9 o °clock A.M. All the me gibers of said Board, Messrs, Ford, Crabb
and Schnieder being present , the following proceedings were had,
as follows to-wit :

The minutes of the preceeding meeting were approved as read.
Mr. W. 0.. Simpson, Senior Engineer of the Travelers Insurance Co. ,
met with the Board this A.M. explaining conditions of the various
boilers and heating systems of the city as to his recommendations
for improving existing conditions, all reports on boilers connected
with fire houses, were referred to fire chief Williams, Park boiler
to Park Sup 't. , Coleman, and boiler in city hall to Mr. Schnieder
members of the Board for seeing that recommendations so far as pos-
sible were complied with.
Ir. Harry Boggs, pursuant to request of Board,met with the Board an.
. City Attorney in conference as to adjusting rates for electricity
furnished by the M.E.L.& P.P. of Richmond, as ordered by the Public
Service Commission, Mr. Boggs, stated he would submit the terms of
his firm for such services immediately upon his return to Indianap-
olis, Indiana.
The Board received copy of Order No. 10414+ in matter of rate reduct
ion for M.E.L.& P.P. as ordered by the Public Service ,Commission of
Indiana, .said Commission order that the city prepare a schedule of
rates and charges that will reduce the total revenues of the afore-
s.aid .plant by $100,000.00 per year, as compared with the annual rev
enues indicated by earnings of the month of October, 1931; that such
schedule be prepared and submitted to the Commission for approval
and to be put into effect not later than three months after date of
approval of .this order. The Commission declare the fair value of th-
plant for rate. making purposes to be not less than $3,000,000.00;
and that the present annual rate for depreciation (32°%o) per annum •
on value of depreciable property is fair and will be allowed to re-
main in effect. (as of date of Nov. 20th, 1931) .
The Board approved specifications for the collection andremoval of
ashes, trash, & rubbish of .all kinds, from dwellings, markets, stre-ts
alleys, lands, lanes, squares and public places of the City of RichL
mond, Indiana, and instruct the clerk to advertise for bids for x
collection and removal of the same, covering the entire city for a
period of 5 years from and after January 1st, .193.2.
The Board approved a tentative budget for the M.E.L. B: P .P. for the
year of 193.2 of $671, 500.00, and direct an ordinance be prepared to
submit to the Common Council at their next regular meeting.
The City Civil Engineer reported the completion of contract under
Improvement Resolution No. 9141930, for what is known as the South
"B" Street relief sewer at cost of $93, 859.15, the Board approved
a maintenance bond filed by John Dehner inc. , contractors for said
above sewer for the period of one year.
Claims in amount of $1357.36 were allowed.
The Board then adjourned,
