The Special Council Committee, Board of Public Works of the City
of Richmond, Indiana, met in regular session at the office of said
' Board, Friday October 30th, 1931, at 9 o 'clock A.M. All the members
of said Board, Me-ssrs, Ford, Orabb- and Schnieder, being present, the
following proceedings were had, to-wit:
The minutes of the preceeding meeting were approved as read.
The City Civil Engineer, reported that Two 24" inlets have been in-
stalled at South 6th & "E" Street as desired; also reported that the
' contract for South "B" Street sewer, provides that the contractor
shall restore the street over the sewer trench to the condition as
existed before the sewer was installed. Inasmuch as the original
street did not have a 7" stone base, and as practically no stone was
removed in the sewer work, the City should not be required to add as
much as 7" inches over the entire surface as a part of the sewer job;
In arder that the street might be restored to good condition for its
entire width, and surface treated, arrangements have been made to add
a stone surface 3" thick, this I am confident, will give the- propert
owners a better street than existed before the sewer work was startled
The City will be to the expense of surface treatment. The work of
setting back the curb is not a part of the sewer work and should be
handled by the street department.
A. petition for arc light at South 4th & " 0" Streets, was received &
taken under advisement for investigation.
The Board issued contractors certificate #86, in amount of N182.38
in favor of John Dehner inc. , contractors under Imp. Res.#914-1930,
for construction of South "B" Street sewer, being 85%0 of work since
last certificate was issued, paid to date-074, 613.35.
The Board award contract to Sam Jaffe -Co. , for 32 automatic valves
different sizes for South "B" Street sewer at price of $5.48 each.
The Board upon advice of the City Attorney, reject all bids hereto-
fore received for feed water pumps at Light Plant, and the Board
order advertisement for bids for 2 feed water boiler pumps for said
plant under revised specifications.

Where s, heretofore the Township Trustee of Wayne Township, has been
gua277T ig the -U i1'sh for Light, Gas & Water, from the various utili-
ties, furnished to the un-employed being assisted by the township;
the Board instructed the Sup 't. , Light Plant; to extend credit to
persons being assisted in said matter to the extent of one third of
bills rendered for electric current, th'e trustee guaranteeing tio1
1 other 2/3 of said bills. - I
Mr. H. A. Dill Sup °t. , of Water Works, reported in matter of petit-
ions for water main extensions in South "0" Street; also Parry St.
from South 9th to 13th Street .Mr. Dill stated the total revenue from
said extensions would amount to approximately 0162.00 on each street
and under the ruling of the Public Service Commission, the Company
was entitled to a minimum revenue of 4300.00 on each extension.
The Board while they desired to assist the people on these streets
have no authority to order these extensions made under the existing
conditions.
Claims in amount of 02279.81 were allowed.
