RESOLUTION NO. 23-093
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, AMENDING RESOLUTION #22-068
PERTAINING TO MILLING AND RESURFACING WORK TO
BE PERFORMED BY H&R PAVING, INC.; SPECIFICALLY
REPLACING THE SCOPE OF WORK PROPOSAL MAP
ENTITLED "MILLING & RESURFACING PHASE 7- 2023" AS
SET FORTH IN ATTACHED COMPOSITE EXHIBIT "A", FOR
A TOTAL AMOUNT NOT EXCEED THREE HUNDRED
FORTY-TWO THOUSAND, EIGHT HUNDRED THIRTY-
FOUR DOLLARS AND SEVENTY-TWO CENTS ($342,834.72);
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on May 24th, 2023, the City Commission of the City of Opa-Locka
("City") adopted Resolution 22-068, approving the milling and resurfacing work for
Perviz Avenue, NW 139th Street and NW 19th Avenue; and
WHEREAS, the Interim City Manager is requesting an amendment to the scope of
work adopted by Resolution #22-068 to include the milling and resurfacing of Perviz
Avenue, NW 139th Street, and NW 147th Street only; and
WHEREAS, this amendment will allow the completion of the NW 147th Street
Swales Regrading and Roadway Improvements Project ("Project") adopted as part of
Resolution No. 22-9963; and
WHEREAS, the change in the scope of work will also allow the Project to be
completed without having any additional fiscal impact and permit the City to address
these certain streets as a part of Fiscal Year 2024 planning; and
WHEREAS, the Interim City Manager has determined that continuing the NW
147th Street Swales Regrading and Roadway Improvements Project will enhance the
City's image and improve driving conditions within the City; and
WHEREAS, the City Commission hereby amends Resolution #22-068 pertaining
to Milling and Resurfacing work to be performed by H&R Paving, Inc. by specifically
deleting and replacing the Scope of Services Map entitled "Milling & Resurfacing Phase
7 - 2023", as set forth in Exhibit "A" attached hereto for roadway improvements in
connection with milling and resurfacing of Perviz Avenue, NW 139th Street, and NW
147th Street, for a total amount not to exceed Three Hundred Forty -Two Thousand, Eight
Hundred Thirty -Four Dollars and Seventy -Two Cents ($342,834.72); and

WHEREAS, the City Commission has determined that it is in the best interests
of the City of Opa-Locka to amend Resolution #22-068 consistent with the
aforementioned intent.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby amends Resolution #22-
068 pertaining to Milling and Resurfacing work to be performed by H&R Paving,
Inc. by specifically deleting and replacing the Scope of Services Map entitled
"Milling & Resurfacing Phase 7 - 2023", as set forth in Exhibit "A" attached hereto,
for roadway improvements in connection with the milling and resurfacing of
Perviz Avenue, NW 139th Street, and NW 147th Street for a total amount, not to
exceed, Three Hundred Forty -Two Thousand, Eight Hundred Thirty -Four Dollars
and Seventy -Two Cents ($342,834.72).
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

CHANGE OF SOPE FOR MILLING & RESURFACING PHASE VII
Staff Summary:
On May 24th, 2023, the Commission of the City of Opa-locka adopted resolutions 22-068 approving the
milling and resurfacing of the following areas: Perviz Avenue, NW 139th Street and NW 19th Avenue
Staff is requesting to modify the scope of work adopted in this resolution to reflect the following changes:
Milling and Resurfacing of: Perviz Avenue, NW 139th Street and NW 147th Street.
This request will allow the completion of the NW 147th Street Swales Regrading and Roadway
Improvements Project adopted as part of resolution No. 22-9963.
These modifications will allow the projects to be completed without having any Fiscal Impact and permit
to address the following road: NW 19th Avenue as part of FY24 planning.
Staff recommends continuing this project as it will enhance the City's image as well as improve driving
conditions.
Therefore, Staff is requesting approval from the City Commission to authorize the City Manager to modify
the scope adopted under resolutions 22-068 for the completion of the roadway improvements of NW
147th Street adopted under resolution 22-9963.
Financial Impact
None
Proposed Action:
Staff recommends approval of this item to mitigate possible future safety issues and to provide an overall
improvement in driving on City's roads.
