Monday._October. 12th, 1931.
The _Spe.cial_.-.Council .Commi.ttee,Board of Public Works of the City
of the City of Richmond,Indiana, met in regular session at the
office of said Board Monday October 12th, 1931, at 9 o' clock A.M.
Messrs, Ford, Crabb and Schneider being present. The following
proceedings were had:
The minutes of the preceeding meeting were approved as rea.d.°

II 1 The Sup' t of Light Plant,-was instructed to place a light IA, alley

that owas take down.
The City Civil Engineer, was directed to furnish the approximate
cost of rela ir_ing the National. Road East, between 23rd street and
the. East Corporation Limits. . --
A communication from Mr. Guy L. Baker,Secy.
- Chamber of Commerse, New. Castle., Indiana, to Dan Hess, and
c7) presented to the Board by the Honorabe Mayor Harris, relative to
Qa hearing to be held at office of Public Service Commission
Indianapolis, Indiana,Oct 22nd 1931E regarding the Therm Basis
of billing Gas Consumers. Said communication requested that a
representive of this city be present at said hearing if possible,
The Board requested the Honorabe Mayor be present at this hearing:
Also to take with him any one he so desired.
The Board deferred letting of contract for heating at No 4,
Fire Station until. Friday October 16th 1931, for further in-
i formation.
II The following contract was received by the Special Committee of
Council: Acting as Board. of Works Dated October 9th-1931.

Dear Sir:
In reference to interviews of Sept. 25th with Mrs Hess of
the Municipal Electric Light Plant,. Mr. Coleman and his assistant
at the golf course, and my conference with your committee while on
trip of inspection to Glen Miller Park, I am confirming verbal
instructions to proceed on work as .follows:
I shall make the necessary studies and bring the plans
for the Electric Light Plant grounds up to date and advise with
Mr. Hess and your committee concerning the' feasibility of all
problems to be considered. I will also make the necessary studies
and' plans for re-vamping the new Glen.Miller golf course. Inas-
much as the old greens are too far gone, there DO, no use wasting
any money or effort in trying to. rebuild them and we can spend thi
same money and work in building new greens properly located to fit
in with the new arrangement and fairways, and at the same time in
no way impair the playing -on the present course.
I shall make all the necessary studies and plans for the
above work for a flat fee of $800.00 payable on completion of
plans, and shall make such necessary trips ofinspection to see
that the work is.. consummated artistically and economically on the
basis_ of $40.00....per. trip,plus nominal, expenses incident thereto.
It is further agreed that you shall furnish such surveys: as are
necessary to an intelligent study of the problems at hand
