Office of Special Council Committee
City of Richmond, Indiana,
Friday September 25th, 1931.
The Special Council Committee, Board of Public Works of the City
of Richmond, Indiana, met in regular session at the office of sai:
Board, Friday September 25th, 1931, at 9 o 'clock A.M. All the mem '
bers of said Board, Messrs, Ford, Crapb. and Schnieder, being pres
ent, the following proceedings were had, to-wit :
The minutes of the preceeding meeting were approved as read.
The Board approved a primary assessment roll for the improvement
of South 16th Street, from South "E" to "H" Street, as provided
for under Improvement Resolution No. 918-1931.
A petition for arc light in South 8th Street between South"J" &
"L" Street, was received, and as this block is two blocks long
the board order light installed.
The City Civil Engineer & Building Inspector, were directed to pr:;-
pare plans and supervise the erection of Aerial tower for Police
Radio at proposed new _location of radio statio, ,,.
The Clerk was directed to advertise for bids, for furnishing and
installing a hot water or steam heating plant at number 4 fire
station. •
The City Civil Engineer, was directed to have contractor repair
South 6th Street, South "B" Street and South " 0" Street, at same •
time _repairs are made by sewer contractor at .a cost to city of
approximately $ 1600.00, • this is for part of streets .outside of
the portion to be repaired by sewer contractor.
The Bpard directed the Clerk to return to The Riley Stoker Corp. ,
their certified check submitted with their bid on light plant
stokers.

.The Sup 't. , of Light Plant, was directed: to contract for delivery
,of the following coal for the next 30 days as follows, to®wit :
Old Ben Coal Co. ,, 2 cars a day a' .45¢ per ton f. o. b.mines.
Raymond City Coal Co. , One car C day 0 ,45¢ per ton f.o:b. mines. .
Sup 't . , Hess, was directed to confer with the City Attorney, as
to the legality o,L donating light plant money, to ,the Cocimunity
Chest Fund.
Mr. Glen Hamilton, appeared before theBoard, submitting a site
situate west of Northwest -5th Street between Chestnut Street and
Penyylvania Railroad tracks, for street department garage and •
yards .at price of 410,000.00, which was taken under advisement
for further information. , .
Claims in amount of 469. 57 were allowed.
The Board met with A.W.Brayton planning engineer, and proceeded
to Glen Miller Park for conference as to laying out Golf Course
• etc. , at said park.

The Special Council Committee, Board of Public Works of the City of
Richmond, Indiana, met in regular session at the office of said Board
Monday September 21st, 1931, at 9 o 'clock A.M. All the members of said
Board, Messrs, Ford, Schnieder and Crabb., being present, the follow-
ing proceedings were had, towit :
The minutes of the proceeding meeting were approved as read.
The City Civil Engineer, reported the completion of contract, under
Improvement Resolution No. 918-1931, for the improvement of South 16
Street, by constructing cement sidewalks, curb, gutters and planting
trees on ooth sides thereof, and paving the roadway with surface treat-
ed water macadam, from South "E" to "H" Street, the same was accepted
and assessment roll ordered prepared.
The Clerk was instructed to request Mr. A.W.Brayton of Indianapolis
to visit the Board, .with a view to discussing layout of improvements
at Glen Miller Park Golf Course.
Pursuant to advertisement, the Board received bids for furnishing all
material and labor
9 (j and the construction of a "Fire Proof Building "
az for the housing of the Cities Fire Alarm System, excluding electric
wiring, heating and painting as follows, to-wit : -
" Sam Jaffe, bid;
Fire Proof Building, complete $1,095.00
" Vincent H. Juerling & Son, bid;
Fire Proof Building, complete $1, 120.00
• " Chas. E. W. Wagner, bid; -
Fire Proof Building, complete $1, 21-4. 75
The bid of Sam Jaffe, being the lowest and within the estimate, the
contract was so awarded.
The Board received a letter, from the Mayor Windsor B. Harris, enclos-
ing a copy of letter written September llth, 1931, by the Riley
Stoker Corporation, claiming unfair treatment by Mr. Hess, Sup 't. ,
of .Light Plant, in matter of bids submitted by them for Stokers for
Light Plant, -a -copy of which had been sent to A.J.Harwood, Prest. of
.Richmond -Mfgs. Assn. , B.C.Hess, Syp 't . , of Light Plant and The Palldiuln
and Item. The Board decide to meet with Messrs, Harwood, Hess, Harris
of the Palladium & Item together with Mayor, on Tuesday September 22nd.
at 9 :o 'clock A.M.
The Clerk was directed to prepare a resolution requesting the Judge
of Wayne County Circuit Court, to appoint appraisers, to appraise
One-7 Retort Westinghouse-Underfedd Stoker and pumps; Two- &" Angle
pattern-triple acting non-return valves; One 500 H.P. Class N-25
Stirling Water Tube Boiler with accessories; One 2000 K.W. 3600 RPM
General Electric Turbine; One 1000 K.W. 3600 RPM.. General Electric
Turbine and condensers and pumps, and present the same to the Common
Council for action thereon, with the view of selling the same.
Claims in amount of 626, 292. 58 were allowed,
Various payrolls to September 16th were approved.
