IN THE WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. CALL TO ORDER Chairman Lyons called the meeting to order at 2:00 P.M. II. ROLL CALL Present and Participating: Paul A. Lyons Chairman & Town Commissioner Tracey Stevens Ocean Ridge Town Manager Linda Stumpf Manalapan Town Manager Edward Nazzaro Asst. Town Attorney Also Present and Observing: Gregory Dunham Town Manager Rita Taylor Town Clerk III. DISCUSS AND ADOPT REQUEST FOR PROPOSALS -ANNUAL AUDIT SERVICES Chairman Lyons wanted to make sure the committee was formed according to Florida Law so he deferred to Asst. Town Attorney Nazzaro, who stated that at the January 10, 2020 Commission Meeting at Town Hall, the committee was formed pursuant to the law. Chairman Lyons stated that this committee was formed to assist the Town in selecting an auditor to conduct the annual financial audit in accordance with Florida Statutes § 218.391. He added that their duties were to confirm the proposals were from qualified firms of certified public accountants duly licensed under the Florida Statutes, Chapter 473 to qualify and conduct audits according to the government auditing standards as adopted by the Florida Board of Accounting. Chairman Lyons stated other key factors the committee was to look for were experience, availability of personnel, the technical ability of the firm to perform required services and any other factors determined by the committee. He then asked if there were any comments or thoughts on the Request for Proposals. Town Manager Stumpf asked about the limited amount of time it gave for responses with advertising beginning on February 16, 2020 and responses having to be received by March 2, 2020. Asst. Town Attorney Nazzaro noted that it was a Scrivener's error and that it should read March 20, 2020 on pages three and five. Town Manager Stevens questioned the different statements on page three (bold paragraph) and page six at the top regarding public disclosure. Asst. Town Attorney Nazzaro stated that they are public records when they are opened but they are not subject to disclosure. They are not public records if received after the deadline and are returned unopened. Town Manager Stevens asked who would be contacting the references. Asst. Town Attorney Minutes of the Audit Selection Committee Meeting Held February 3, 2020 @ 2:00 P.M. Nazzaro stated someone from the Town of Gulf Stream would contact the references and send the information to the committee members. Town Manager Stumpf made a motion to approve RFP No. 20-1 for Audit Services subject to the corrections to the dates on pages three and five to be changed from March 2 to March 20. The motion was seconded by Town Manager Stevens and all voted AYE at roll call. X. ADJOURNMENT Chairman Lyons adjourned the meeting at 2:09 P.M. 2
