HomeMy Public PortalAbout10-19-17cOctober 19, 2017 REGULAR MEETING A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Council President Jorge Diaz at 6:00 P.M., Thursday October 19, 2017, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote the following were noted present: Councilmember it M Vincent Bellino Jorge Diaz Dennis DiMascio " Ajmar Johal It Randy Krum Susan Naples Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Law Director. Noted absent was Mayor Daniel J. Reiman. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Council President Jorge Diaz. ROLL CALL NOTED PRESENT NOTED ABSENT SILENT PRAYER! PLEDGE OF ALLEGIANCE The Clerk stated that on January 6, 2017, the 2017 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted STATEMENT OF MEETING on the Bulletin Board January 6, 2017. Notice was published in The NOTICE Home News Tribune and The Star Ledger on January 11, 2017. Upon MMS &C by Councilmembers Bellino and Naples and unanimous affirmative vote of the Six (6) Councilmembers present, MINUTES FOR APPROVAL the Minutes of September 7, 2017 were approved as engrossed by the Clerk 1 October 19. 2017 CONT. ORDINANCE #17 -19 "ORDINANCE PROVIDING A SUPPLEMENTAL APPROPRIATION OF $2,500,000 FOR VARIOUS WATER AND STORMWATER IMPROVEMENTS IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, AND AUTHORIZING THE ISSUANCE OF $2,500,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" PUBLIC HEARING OPEN Upon MMS &C, by Councilmembers Krum and Naples and Unanimous Affirmative vote of the Six (6) Councilmembers Present, Council President Jorge Diaz declared the Public Hearing to be Open: PUBLIC HEARING There being no comments or objections to the Ordinance, Council CLOSED President Diaz declared the Public Hearing to be Closed, upon MMS &C, by Councilmembers Bellino and Krum and a Unanimous Affirmative Vote of the Six (6) Councilmembers present. COMNIENTS COUNCILMAN BELLINO Councilman Bellino: A quick statement on Resolution #17 -184 "Authorizing receipt of bids for Walter B. Overholt, Jr Stadium Phase I Improvement Project ", we started this process almost 14 years ago and finally we have a Board of Education that has finally agreed to something of this nature, which is a benefit to our sports program in Carteret. I want to thank Mr. Murray for spear- heading this program the past couple years and moving forward. COUNCILMAN DIAZ Councilman Diaz: I would like to thank the Board President, the entire Board of Education that approved this on their end. Obviously this is a huge benefit not only to the Borough but to the School Board in allowing the schools to take advantage of open space and provide additional revenue. PAYMENT OF BILLS Upon MMS &C by Councilmembers Bellino and Johal, all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. COMMITTEE REPORTS COMMITTEES: BUILDINGS & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz reported progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported that we have two (2) volunteers at the Fire Academy. We got furnaces and water heaters that were installed at the fire headquarters from the PSE &G Grant. Progress so far. C •'! October 19, 2017 CONT. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino stated progress. POLICE - Committee Chairman Naples reported that there will be a brief swearing in ceremony on Saturday October 28, 2017 at 10 am at the Community Center. We are swearing in to 2 Captains, 3 Sergeant's and 4 new Patrol Officers. Last night the Neighborhood Watch program and Captain Wargocki spoke of Halloween safety. Reflective bags were given out as well glow sticks. The next presentation with be November 15th on Holiday Safety with a Christmas party December 13 PUBLIC WORKS - Committee Chairman DiMascio reported progress. BOARD OF EDUCATION — Committee Chairman Naples stated that the fall recess is November 6th — After no further discussion, upon MMS &C by Councilmembers ADJOURNED Bellino and Krum and unanimous affirmative vote of the Six (6) Councilmembers present, the meeting was Adjourned at approximately 6:06 P.M.
