WHEREAS, Conga-locka is an Annual Hispanic Heritage Festival established by the City of Opa-Locka ("City") in 2021; and WHEREAS, the Festival celebrates the Hispanic culture of the City's residents and business owners; and WHEREAS, the allocation of Twenty -Five Thousand Dollars ($25,000.00) for this Festival will ensure that the City can continue the tradition of hosting this vibrant event that provides high quality cultural enrichment for attendees; and WHEREAS, the Sponsor, Co -Sponsors and the Interim City Manager shall take all necessary steps authorized by applicable laws and City policy to the plan the event, including expending budgeted funds; and WHEREAS, the Festival shall be sponsored by Mayor Taylor an co -sponsored by Vice Mayor Ervin, Commissioners Bass, Kelley and Williams; and WHEREAS, the City Commission has determined that directing the Interim City Manager to bring back to the City Commission a budget that will incorporate Twenty - Five Thousand Dollars ($25,000.00) into a Proposed Fiscal Year 2024 Annual Budget for Parks & Recreation Special Events to host the City of Opa-Locka's 3rd Annual Conga- locka Latin Music Festival is in the best interests of the City. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Resolution No. 23-098 Manager to budget Twenty -Five Thousand Dollars ($25,000.00) for the Proposed Fiscal Year 2024 Annual Budget for the City of Opa-Locka's 3rd Annual Conga-locka Latin Music Festival to be later properly considered by the City Commission for a vote. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Staff Summary: Conga-locka is an Annual Hispanic Heritage Festival established by the City in 2021. The festival celebrates the Hispanic culture of the City's residents and business owners. The allocation of $25,000 for this festival will ensure the City can continue the tradition of hosting this vibrant event that provides high quality cultural enrichment for attendees. Additionally, the Sponsor, Interim City Manager and City staff shall take all necessary steps for the planning of the event including the expenditure of budgeted funds. Financial Impact - Although this is a FY 24 event, much of the expenditure for this event will occur before Commission adoption of the FY 24 Budget in the last week in September. Consequently, expenditures for the event occurring before the final adoption of the FY 24 Budget will be charged to the FY 23 Parks & Recreation Special Events budget, amended as necessary, and then journaled to the corresponding FY 24 account on adoption of the FY 24 Budget. Proposed Action: It is recommended the City Commission of the City of Opa-locka directs the Interim City Manager to budget $25,000 in the Proposed FY 24 Annual Budget for the City of Opa-locka's 3rd Annual Conga-locka Latin Music Festival and amend as necessary the FY 23 Parks & Recreation Special Events budget to fund expenditures for this event until such time that the FY 24 Budget is adopted by the Commission.
