HomeMy Public PortalAboutResolution No. 23-103 - Authorizing the scheduling of interviews with top 3 candidates for City managerSponsored by: Mayor Taylor RESOLUTION NO. 23-103 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, AUTHORIZING THE SCHEDULING OF INTERVIEWS WITH THE TOP THREE SHORTLISTED CANDIDATES FOR THE POSITION OF CITY MANAGER AND PROVIDING FOR BACKGROUND CHECKS CONSISTENT WITH SECTION 2-3.1 OF THE CITY OF OPA-LOCKA'S CODE OF ORDINANCES; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Resolution 23-002, the City established a search committee to select a permanent City Manager, which consisted of the City Commission of the City of Opa-Locka; and WHEREAS, the City Commission has received and reviewed all applications for the position of City Manager; and WHEREAS, the City Commission desires to shortlist and subsequently interview the top three candidates for the position of City Manager; and WHEREAS, the City Commission selects the following three (3) shortlisted City Manager candidates for interviews: Howard W. Brown, Jr., Kemarr Brown and Darvin E. Williams; and WHEREAS, the City Commission also desires to select an alternate candidate to be selected on a separate ballot for which a background check shall be performed, if necessary. The alternate candidate shall be Tim Day; and WHEREAS, pursuant to Section 2-3.1 of the City of Opa-Locka's Code of Ordinances the City shall conduct state criminal background checks with the Florida Department of Law Enforcement and national criminal background checks with the Federal Bureau of Investigations for the position of City Manager; and WHEREAS, also pursuant to Section 2-3.1 of the City's Code of Ordinances, the information obtained from the background checks shall be used to determine a person's eligibility for employment or appointment and eligibility for continued employment and appointment; and WHEREAS, the City Commission has determined that it is in the best interests of the City and residents to authorize the scheduling of interviews with the top three shortlisted candidates for the position of City Manager and conduct criminal background checks for each candidate pursuant to Section 2-3.1, City of Opa-Locka Code of Resolution No. 23-103 Jo. a Flores, City Clerk Ordinances. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby authorizes the scheduling of interviews with the top three shortlisted candidates for the position of City Manager, and further authorizes the selection of an alternate candidate and background checks consistent Section 2-3.1 of the City of Opa-Locka's Code of Ordinances. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee.
