RESOLUTION NO. 23-097
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, DIRECTING THE INTERIM CITY MANAGER TO CREATE A POLICE
SPONSORSHIP PROGRAM WITHIN THE POLICE DEPARTMENT;
PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, the City Commission of the City of Opa-Locka desires that the City
cultivate and maintain a highly trained and competent City of Opa-Locka Police Department
(OLPD); and
WHEREAS, the creation of a Police Sponsorship Program will assist the City in
ensuring that it hires a minimum of two (2) well -trained police officers annually; and
WHEREAS, it is the City's intent to partner with a local police academy to fund
related expenses associated with a Police Sponsorship Program to be initiated during the
Fiscal Year 2024; and
WHEREAS, trainees would be contractually obligated to serve in OLPD for a
minimum of five (5) years; and
WHEREAS, this Program will be funded through the Law Enforcement Training
Trust Fund. This fund is anticipated to have approximately One Hundred Twenty -Three
Dollars ($123,000.00) available at the beginning of the 2024-2025 Fiscal Year; and
WHEREAS, the City Commission desires that a final Program and contract be
submitted to the City Commission for final approval and vote prior to initiation of the
sponsorship program; and
WHEREAS, the City Commission has determined that directing the Interim City
Manager to create a Police Sponsorship Program within the Police Department is in the
best interests of the City of Opa-Locka and its residents.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to create a Police Sponsorship Program within the Police Department for

the 2024-2025 Fiscal Year and present said program to the City Commission for final
approval prior to initiation of the program.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Short Title:
A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager to create a
Police Sponsorship Program within the Police Department.
Staff Summary:
The City's mission is to effectively protect and serve its citizens through the Opa-locka Police Department
(OLPD). The creation of a Police Sponsorship Program will assist in ensuring the City hires a minimum of two
well -trained officers annually. It is the City's intent to partner with a local police academy to fund the related
expenses and shall be initiated in FY 24. Trainees will be contractually obligated to serve in OLPD for a
minimum of five (5) years.
Financial impact - This program will be funded through the Law enforcement Training Trust Fund. This fund
is anticipated to have approximately $123,000 available at the beginning of FY 24.

Proposed Action:
It is recommended the City Commission approves the legislation directing the Interim City Manager to create
a Police Sponsorship Program within the Police Department.
