HomeMy Public PortalAbout12-08-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 8,2022 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk; A.J. Sickmann, City Attorney; Ian Vanness, Director of Infrastructure and Development; Kara Noe, Purchasing; Tim Brown, Interim Fire Chief; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of December 1, 2022, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for December 9, 2022 in the amount of Four Hundred Thirteen Thousand Nine Hundred Eighteen Dollars and nine cents ($413,918.09), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION—None RESOLUTIONS • RESOLUTION NO. 12-2022 This is for the transfer of Real Property to Reid Health. This is a former RP&L Substation located at 3707 Chester Blvd that is no longer needed for RP&L"s current or future operations. Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. BID AWARDS -None CONTRACTS • CONTRACT NO. 194-2022—CONTRIBUTION AGREEMENT Board of Works Minutes December 8,2022 This is an agreement between the City of Richmond and Wayne County. There is an unsafe property located at 2800 North US 35, Richmond, Indiana that is located in the County's jurisdiction and partially in the City's jurisdiction. It falls within the two mile fringe therefore falls under the City's zoning laws. The County has agreed to clean up the property and have the unsafe mobile homes removed. Half of the funds will be contributed by the City. There will be lien placed on the property and if the lien is collected the City will be reimbursed for their share. The cost to the City will not exceed$15,192.00 Mr.Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion carried. CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 191-2021 — BADER MECHANICAL, INC. This is to renew the contract for 2023 for them to continue to provide maintenance to the HVAC system in the Richmond Municipal Building. Ms.Palmer moved to approve,supported by Mr.Evans.Upon a vote viva voce,the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. CONTRACT NO. 196-2021 — ELITE CLEAN This is to renew the contract for 2023 for them to provide floor cleaning and maintenance services for the Richmond Municipal Building. Mr.Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried. • ADDENDUM NO. 2 TO CONTRACT NO. 9-2021 —BIO-CARE, INC The City wishes to retain Contractor to provide services of physical examinations to Firefighters, including but not limited to, general physical examinations, blood draws, pulmonary function test,vision and hearing test, and other standard medical testing for the 2023 calendar year. Not to exceed$37,265.00 Ms. Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion carried.
