HomeMy Public PortalAboutResolution No. 23-055 - Street Lighting AssessmentSponsored By: Mayor Taylor RESOLUTION NO. 23-055 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO CONDUCT A STREET LIGHTING ASSESSMENT AND PRESENT TO THE CITY COMMISSION A PLAN FOR THE INSTALLATION OF ADDITIONAL STREETLIGHTS IN AREAS WHERE LIGHTING IS NOT CURRENTLY IN EXISTENCE OR IS NECESSARY; PROVIDING FOR A RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, streetlighting is an important component of a built environment, contributing to the charm, character and safety of neighborhoods; and WHEREAS, adequate streetlighting is important to assist drivers, pedestrians, and cyclists during their daily commutes; and WHEREAS, the City Commission desires to direct the Interim City Manager to conduct a street lighting assessment and present a plan to the City Commission for the installation of additional lighting in areas where lighting is not currently in existence or is necessary; and WHEREAS, the City of Opa-Locka finds it in the best interest of the City to conduct an assessment and continued assessments of the operational status of the existing street lighting infrastructure for formulation of a plan to be presented to the City Commission. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AS FOLLOWS: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Manager to conduct a street lighting assessment and present a plan to the City Commission for the installation of additional lighting in areas where lighting is not currently in existence or is necessary. SECTION 3. SCRIVENER'S ERRORS. Sections of this Ordinance may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be Resolution No. 23-055 authorized by the City Manager, following review by the City Attorney, without the need for public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE. This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. PASSED and ADOPTED this 10th day of May, 2023. Staff Summary: The City believes it is imperative that the safety and security of the residents remains a priority. A streetlight assessment will be conducted in two phases. City staff will survey the City's streetlight infrastructure to identify existing streetlights which have dim or inoperative lights or other broken elements which prevent those streetlights from providing the level of lighting for which they have been designed. The majority of the City's streetlights belong to Florida Power and Light (FPL), and FPL will be notified of damaged FPL streetlights requiring corrective action. The remaining streetlights are the responsibility of the City, and the City will repair these broken streetlights when identified. A program will be implemented for City staff to assess the status of the City streetlight infrastructure by driving the City streets at night at least quarterly to identify streetlights requiring repair. The community will also be encouraged to use the Build Better Opa-locka application for reporting streetlight issues. The second phase involves a contractor currently under contract with City to provide street assessment services. The contractor will conduct this assessment during the second half of this fiscal year and into FY 24. In addition to evaluating the condition of the City's streets, sidewalks and other roadway features, this company will drive through the City streets at night to measure street lighting sufficiency. Where insufficient lighting results from damaged existing streetlights, this will be corrected by either FPL or the City as described in the preceding paragraph. Where lighting is insufficient due to the absence of, or ineffectiveness of existing streetlights, the contractor will provide a plan to upgrade or install additional streetlights to ensure an appropriate and secure level of street lighting throughout the City. Financial Impact - The City currently repairs those streetlights not belonging to FPL and no additional expense should result from the City conducting quarterly assessments to identify defective streetlights . At such time that a plan is presented to the City for either new streetlights or the upgrading of current streetlights, a financial impact will be developed to allow the City to determine how to respond the recommended street lighting upgrades. For those streetlights that FPL would install, the City will pay additional monthly charges. The City will pay for the installation of non-FPL streetlights as well as a monthly charge for the additional electricity. The contractor providing street assessment services has been previously awarded a contract for these services by the City Commission and won't be addressed in this Financial Impact section. Proposed Action: Staff recommends the City Commission approve legislation directing the Interim City Manager to conduct periodic assessments of the operational status of the existing streetlight infrastructure and to submit a plan for the upgrading of this infrastructure at such time completed by the City's street assessment consultant.
