RESOLUTION NO. 23-054
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO UPDATE ALL CITY FLAGS AND CREATE A PLAN
OF ACTION TO UPDATE ALL CITY MATERIALS CURRENTLY
DISPLAYING THE FORMER CITY SEAL WITH THE NEW CITY
SEAL TO BE PRESENTED TO THE CITY COMMISSION FOR
APPROVAL IN HONOR OF THE CITY'S 97th ANNIVERSARY;
PROVIDING FOR A RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-Locka ("City") desires to update
all City flags and create a plan of action to update all City materials currently displaying the
former City seal with the new City seal to be presented to the City Commission for final
approval in honor of the City's 97th Anniversary; and
WHEREAS, the City Commission further desires to develop a plan to create a
uniform appearance as part of the city's branding initiative; and
WHEREAS, the city's aim is to purposefully communicate a positive image for the
City and to highlight its best characteristics to residents, business owners, and other key
stakeholders; and
WHEREAS, in honor of the City's 97th anniversary, all physical and digital
materials that display the city's former seal shall be updated with the new city seal; and
WHEREAS, the City of Opa-locka finds that it in the best interests of the City to
develop a plan to update the city seal on all city flags and materials.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, AS FOLLOWS:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-locka hereby directs the Interim City Manager to
update all City flags and create a plan of action to update all City materials currently

displaying the former City seal to be presented to the City Commission for approval in
honor of the City's 97th Anniversary.
SECTION 3. SCRIVENER'S ERRORS. Sections of this Ordinance may be renumbered or
re -lettered and corrections of typographical errors which do not affect the intent may be
authorized by the City Manager, following review by the City Attorney, without the need
for public hearing, by filing a corrected copy of same with the City Clerk.
SECTION 4. EFFECTIVE DATE. This Resolution shall take effect upon the adoption and
is subject to the approval of the Governor or Governor's Designee.

Short Title:
A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager to develop a
plan to update all City material currently displaying the City seal with the new City seal.
Staff Summary:
The City recently updated its seal and would like to create a uniform appearance as part of the City's intent to
brand itself. In honor of the City's 97th Anniversary, all physical and digital material that display the City seal
shall be updated with the new seal. A plan shall be presented to the City Commission for approval.
financial Impact - A complete inventory of all items requiring updated hasn't been completed yet. However,
based on preliminary quotes for flags, signage, and preprinted forms, it is estimated that the cost of updating
the City seal will be approximately $15,000. This expense will be charged to the Beautification and
Maintenance Division, Operating Expense budget.
Proposed Action:
It is recommended the City Commission approve legislation directing the Interim City Manager to develop a
plan for City Commission consideration regarding the updating of the City seal throughout the City.
