The Special Council Committee, Board of Public Works of the
City of Richmond, Indiana, met in regular session at the office
of said Committee, Friday Ivia.y .lst, 1931, at 9 o ' clock A. M. All
the members of said Commi ttee, _;Messes, Holzapf el, Ford and
Schnieder being present . The following proceeding's were had, viz :
The minutes of the p receedi ng meeting were approved as read.
The Bond issue authorizing the city to issue bonds in the sum of
05,000,00 at 4/o interest per annum, for the construction of what 111
is known as the South "B'° Street relief sewer, under Improvement
Resolution No. 914-1J30; having been authorized and approved, by
the State Board of Tax Commissioners of Indiana; the Board now
awarded the contract for the construction of said Sewer, to John
1.)ehiier Incorporated of Fort Wayne, Indiana, at prices named in
bid submitted therefore on April 24th, 1931, approximating a
total cost of 04, 4E-6.47, specifying re—inf orced Concrete, pre—
cast sewer pipe.
Communication from Rooert B. Boren, of Indiana State Highway
Commission, notifying the committee that he would meet with them
in the near future, t0 discuss the matter of changing Route# -0
leaving the city west of the river, placed . on file.
The Sup ' t . , . of Parks was authorized to purchase second nand
.,Model T Ford with. slip—on Body, at price of 4p40.00, from the
W.E.McWhinney Company, f o r use at Bolf Course in park .
Payrolls to iiiay 1st, 1931, were approved by the committee.

. Monday April 27th, 1931.
The Special Council Committee,• Board of Public Works of the City of
Richmond, Indiana, met in regular session at their office on Monday
April 27th, 1931, at 9 o 'clock A.M. All the members of said Committee
Messrs, Holzapfel, Ford and Schnieder being present , the following
proceedings were had, to-wit : •
The minutes of the preceeding meeting were read and approved.
The Committee approved the contract & botid of W. L. Magaw, contractor
for the improvement of South 16th Street, from "E" to "H" Street,
under Improvement Resolution No. 918-1931.
The Committee ordered 8" water main extended in South 16th Street,
from South"E" to "H." Street together with fire hydrant installed.
City Engineer S.W.Hodgin, reported that the bid of John Dehner inc. ,
on the South"B" Street relief sewer was the lowest and best bid re-
ceived. The Committee tentatively award the contract to said John
Dehner inc. , specifying pre-cast re-inforced concrete pipe at price
named in bid submitted therefore, i. e. y 4,446.47. subject to the ap-
proval of the bond issue therefore now pending before the Indiana
State Board of Tax Commissioners, and the CU ' littee now authorize
the City Engineer S .W.Hodgin, to present the various bids together
with the committees tentative award, to the said Tax Commissioners
at Indianapolis, Indiana., Tuesday April 28th, 1931. .
The Clerk was directed to request the Indiana State Highway Co..tmissio1
to route the west bound traffic on Route 440, out West Main Street
to Easthaven Ave . , to eliminate the danger of crossing traffic at 1st
and West Main Streets.
The following resolution was offered by Mr. Ford, to-wit :
. BE IT RESOLVED that Richard Holzapfel, Chairman of this Committee
be and he is hereby authorized to sign and execute for and in the namE
of this Committee a certain contract dated the 21st day of April, 1931
between the American Trust &. Savings Bank of Richmond, Indiana, men-
tioned therein as first party, Harriet A. Dickinson, Treasurer of the
City of .Richmond., Ind ic_na, mentioned therein as second party, Aetna Qz,is
Casualty & Surety Company of Ha.rtfor•d, donne t icut , ment ioned therein a;
third party, The City of Richmond, Indiana, mentioned therein as 4th
party, The Board of Finance of the City of Richmond, Indiana, mentione(
therein as fifth party, The Special Committee of Council acting as the
. Board of Works of the City of Richmond, Indiana, mentioned therein as
I/ sixth party, and The Board of Trustees of the Police Pension Fund of
the City of Richmond, Indiana, mentioned therein as seventh party,
said contract being in the following words and figures, to-i"?it : ( i"nse,-1
and that said Richard Holzapfel 'be further authorized to do all thing;
necessary in the signing and execution of said contract , and that
said contract is hereby approved by this Committee. Upon motion of
• Mr. Fora., seconded by Mr. Schnieder_ , .:embers of this Committee, said
resolution was adopted by the unanimous vote of all the members of
said committee present at this meeting.
Claims in amount of 410, 45. '26 were allowed.
