Roll CaII: 2. Approval of Agenda: Minutes of June 30, 2010 Commissioner Soles moved, and Commissioner Naill seconded the motion to approve the Agenda. Motion carried: 4 -0. 3. Open Forum: 4. Public Hearing and Action: a. Subdivision Exemption Plat Cozens Meadow at Grand Park Amendment No. 2 Commissioner Shapiro moved, and Commissioner Soles seconded the motion to open the Public Hearing on Subdivision Exemption Plat Cozens Meadow at Grand Park Amendment No. 2. Motion carried: 4 -0. TP Trotter gave proof of publication. FRASER PLANNING COMMISSION MINUTES The applicant is requesting lot line adjustments to the existing Cozens Meadow Tots 9- 24. The lot line adjustments will increase the size of lots 9 -24, resulting in the loss of two lots. The proposed lots have been renumbered 9 -22. Section 17 -3 -10 of the Fraser Municipal Code is entitled Subdivision Exemptions. The applicant feels that subsection (2) applies in this instance: a division for the purpose of revising lot lines, only if it creates no more than the prior recorded number of lots. A Utility and Snow Storage Easement has been amended once and will need to be amended again. The amended easement will need to be reviewed and approved by the Town Attorney and recorded in conjunction with this Subdivision Exemption plat. Staff is recommending approval of the Subdivision Exemption Plat Cozens Meadow at Grand Park Amendment No. 2 with the following conditions: 1. Address all of Rod McGowan's comments in the email dated 8/16/2010. 2. Delete reference to FSD in plat note #6. 3. Add date and reception of the amended plat in plat note #10. 4. An updated title commitment. 5. Change title to Final Plat Subdivision Exemption Plat of Cozens Meadow at Grand Park Amendment #1 Page2of2 Commissioner Soles moved, and Commissioner Shapiro seconded the motion to close the Public Hearing on Subdivision Exemption Plat Cozens Meadow at Grand Park Amendment No. 2. Motion carried: 4 -0. Commissioner Soles moved, and Commissioner Naill seconded the motion to approve the Subdivision Exemption Plat Cozens Meadow at Grand Park Amendment No. 2. With the following conditions: 1. Address all of Rod McGowan's comments in the email dated 8/16/2010. 2. Delete reference to FSD in plat note #6. 3. Add date and reception of the amended plat in plat note #10. 4. An updated title commitment. 5. Change title to Final Plat Subdivision Exemption Plat of Cozens Meadow at Grand Park Amendment #1. Motion carried: 4 -0. 5. Discussion and Possible Action Regarding: a. Community Revitalization Partnership Grant Sept 29 joint meeting with the Town Board to follow up with CRP results and feedback. b. Fraser Sign Code the Commissioners held discussions on design review, led and electronic lights for signs. Definitions, ratios, and types of signs were also discussed.
