City of Richmond, Indiana,
Friday April 10th, 1931.
The Special Council Committee, Board of Public Works of the City of
Richmond, Indiana, met in regular session, at the Office of the uLayor
of said City, Friday April 10th, 1931, at 9 o 'clock A.1. Mr. Richard
R. Holzapfel, councilman selected by the Common Council to fill vacan
on said committee, caused by the death of L.E.Fahlsing former member
of said committee, was unanimously elected- president of said committe
All the members of said Committee, Messrs, Holzapfel, Ford and Schnie
der being present. the following proceedings were had, to-wit :
The minutes of the preceeding meeting were read and approved.
• Permission was granted E.S.Porter, to cut the curb at 742 Peacock
Road for driveway.
Notice of hearing oefore the Public Service Commission in matter of
Standby service and reduction of rates for electric energy, in Cause
No. 10414 & 10415, on petition of Atlas Underwear Co. , et-al. VS:
City of Richmond Municipal Electric Lighting & Power Plant, fixing
10 o 'clock A.M. dates of April 22nd and 23rd, 1931, at Council Rooms
City o1 Richmond, Indiana, as the dates, time and place of said
hearing, which was placed on file.
In matter of petition for arc light at North "D" & Starr Streets;
South 5th Street, between "0" & "P" Streets; and alley west of new
School house, - referred to committee by council, were taken under
advisement for investigation.
• In matter of Installing overhead washing apparatus in Police Garage
recommended by the Police Commissioners, was again tabled on account
of a labk of funds in appropriation.
In matter of petition for light post system in South 9th Street, from
South "A" to "L" St:reet ; referred to Sup ' t . , of Light Plant, at a
former meeting; The Sup 't . , reported the cost of said system is ap-
proximately as follows; Job complete-- 8, 000.00 return from property
. by assessment 0.168.00 cost to light plant-46, 832.00; approximate
audi tional cost of operation with arcs removed, to the City '354{-, 84;
The Committee decide that said system cannot be installed at this
time on account insufficient funds.
The Committee met to hear, remonstrances if any of persons whose prod
erty is primarily assessed under Improvement Resolution £ o.917-1931,
for installing light post system, in South 19th & 20th Streets, from
• Main to South "A" Street ; South 21st & 22nd Street, from Main to S.
"B" Street and South "A" Street, from South 20th to 22nd Street. No

one appearing or remostrating, the Committee approved a final assess-
ment roll, confirming the original assessment roll as heretofore
approved, and now directed the sane be forthwith transmitted to the
Department of Finance.

The Sup 't . , of Light Plant was authorized to purchase a Trouble Mete
for use of Light Plant.

The City Civil Engineer, was authorized to have water line and
sink changed from his present office to the dark room at the cost
of 428.'00, as bid on by The Richmond Plumbing Store.
The Clerk was directed to advertise for truck for use of the. city
street department, under specifications to be . prepared by the
Street Commieeioner.
In matter of "Stop & Go" light petitioned for by Councilman J .M.
Waltermann was referred to the Board of Public Safety.
The Board received bids .under Improvement Resolution No. 918-1931,
for the improvement of South 16th Street, by constructing cement
side Talks, curb & gutter,planting of trees on, both sides thereof,
and paving the roadway with one of the following kinds of modern
improvements, as follows to-wit : (from South"E" to"H" Street) .

`cement curb & gutter -- 41. 25 linear foot
Walk intersections . 25 sq-foot
Roadway, Bituminous Re-tread Macadam 3 . 10 so-yard

The Committeeinow enters its preliminary order, designating
that said street be improved using Surface treated water bound
macadam on roadway, being the only bid received within the es-
timate of the City Civil Engineer. .
Claims in amount of 415, 725. -l-5 were allowed.
