Friday February 20th, 1931.
The Special Council Committee, Board of Public Works of the City
of Richmond, Indiana., met in regular session at their office on
Friday February 20th, 1931, at 9 o 'clock A. M. All the members of
said. Committee, Messrs, Fahlsing, Ford and Schnieder, being pres-
ent, the following proceedings were had, to-wit :
The Committee received a petition signed by L. B. Thurman, et-al
praying that the water main be extended in National Road west,
from Easthaven Avenue to west. corpor$.t-ion lira-its, referred to
Richmond Water Works Corp. , with recommendation that line be ex-
tended if possible.
A communication from C. R. Kienzle, protesting against existing
condition at South "F" Street and South. 13th Street, by mud wash-
ing from said "F" Street and making it- a nuisance for pedestrians
using South 13th Street, referred to Street Commissioner for in-
vestigation and report.

The Committee requested the City Attorney and Engineer, to pre-
pare a plat and ordinance . to be submitted to council, to. annex
the territory lying east of the G.R.& I. Ry. Co. , right of way
and present corporation line in Fairview Heights, and from present
north corporation line in Fairview Heights to Williamsburgh Pike,
being a tringular strip of ground between said railroad and Ridge
Street and between Williamsburgh Pike and _present north corpor-
ation line.
The question of installing fire alarm box at North 19th & "J" St.
and placing metal stop . signs at North 21st & 22nd Street and "E"
Street, was referred to the Department of Public Safety.
The City Civil Engineer, was authorized to proceed with tile neces-
sary repairs in Garden Avenue sewer, the same to be done 47 day
labor under his supervision. .

The Committee order electric light at South 7th & 10" Street.
The City Attorney reported, that he has been advised by the Public
Service Commission of Indiana, of petitions filed, praying for a
reduction of rates for electric energy furnished by the Municipal
Electric Lighting and Power Plant; Also, petitioning for stand-by
service with an out side utility, and requesting that the order of
the commission permiting the city to use moneys in depreciation
fund for light plant betterments be re-called.
The Committee received copy of order of Public Service Commission
of Indiana, in Cause No. 10409, which is attached hereto.
Street Commissioner was instructed to repair hole at South 4th &
"E" Street and South 8th & "E" Street.
Claims in amount of $8780.26 were allowed.
