City of Richmond, Indiana,
Friday February 13th, 1931.
The Special Council Committee, Board of Public Works of the City
of Richmond, Indiana, met in regular session at their office Friday
February 13th, 1931, at 9 olclock A.M. All the members of said Com-
mittee, Messrs, Fahlsing, Ford and Schnieder being present the fol-
lowing proceedings were had, to-wit :
The minutes of the preceeding meeting were read and approved.
J .B.Elliott, a resident of Hilldale Ave, east of Easthaven Avenue
appeared before the Committee, in an effort to have water main laid
in Hilldale Ave. , to his residence, the -same was referred to the
Richmond Water Works Corp. , for investigation and report.
Ramsey Poundstone, reporter for Richmond Palladium, stated that the
two city newspapers, were sponsering the raising by public subscrip-
tion a fund to be known as the Ed Miller Memorial Fund, in -honor of
. Fire Chief E.E.Miller, who, after 40 years of faithful service, gave
his life in the performance of his duty Wednesday Morning February
llth, 1931, all money subscribed in excess of the actual cost of the
memorial, will be used to establish an endowment 'fund to carry on
• -the project, which was established. by Chief Miller, the Christmas Toy
fund for poor children, this fund would be known as the Miller Mem-
orial Toy Fund, and would be drawn upon to meet the cost of renewing
the playthings that are required annually for distribution among the
poor children of the city at Christmas time, The Board went on record
unanimously favoring the such memorial fund.
The Clerk was requested to prepare a resolution of respect on the
death of Fire Chief Edgar E. Miller, for presentation to the Com-
' mon Council at their next regular meeting.

A report of State Board of Tax Commissioners, in matter -of approval
of bonds for construction of a relief sewer of Richmond, in Cause
No. 1637, was received as follows, viz: February 9, 1931
Hearing having been had in the above entitled cause as provided by
law, and report thereof having been made to this Board, and the Board
having this matter under consideration determines and orders that the
officers of the municipality shall advertise for and receive bids for
the construction of the improvement as is provided by law, and teat
the bids when received shall be reported to this Board within 5 days
• after the same have been received, and this cause is continued until
said bids are reported for further action. Signed, by James Showalter

The law on improvements provide that the city cannot
advertise for bids until the cause pending is finally determined, and
City Attorney instructed to so advise the Tax Commissioners.
Claims in amount of $5735. 58 were allowed
