The Special Council Committee, Board of Public Works of the City of Richmond, Indiana, met in regular session at the office of said Com- mittee, Friday January 16th, 1931 at 9 o ' clock A.1 . All the members of said Committee, Messrs, Fahlsing, Ford and Schnieder, being: present . The following proceedings were had, to-wit : 1/ The minutes of the precceding meeting were read and approved. Upon the recommendation of Sup 't . , of Police, the Committee awarded the contract for three automobile coaches for use of Police Depart- ment to W. E. McWhinney Co. , for Three new Ford Model"A" coaches fully eq.mipped, at the price named in their bid submitted 'therefor January 12th, 1931, i . e . 4 1750.-- less �;00. 00 for old cars or a net price of 41250. 00. The following report and recommendation in matter of Garden Avenue sewer, was received frail S.W.Hodgin, city cicil engineer, tO-wit : Gentlemen : In compliance with the request of the State Board of 'Tax Comissioners, that further investigation be made of the capacity of the Garden Avenue Sewer to determine if it be adequate to handle the additional load from the proposed SOuthhB" Street Sewer, we have matte a careful survey of the entire Garden Avenue Sewer and calculated its capacity as compared with the_ sewers entering it . As this sewer will be affected by the proposed intercepting sewer, to be built in connection with the sewage treatment works. I requested Mr. C.H.Hurd our consultant, to work with me in making the investigation at this time so that work on the South"B" Street project could be proceeded with, if the Garden Avenue Sewer were found adequate. I attach . a copy of Mr. Hurd 's report to me, from which you may note that the :' resent sewer is of ample capacity to care for the load but that to relieve present unsatisfactory sanitary conditions certain work should be done in it regardless of whether the South"B" Street Sewer be built or not . In confirmation of i r. Oesting ' s claim, in .flaking Our examination we found that there was a constricted section in the Garden Avenue Sewer aOou.t 150 feet from the outdall at which the height was on j f eet or 2 feet less than in the main section. This point however ,is about 40 feet lower than tPe upper end so that it would flow under great pressure, when full, and would therefore have a greater capacit than the upper end of larger section. 'We, also found that it would be possible for air to "tra.,i" at the upper end of the sewer, when run- ning full. At one time there apparently had been two manholes built . in the top of this upper eedtion and later abandoned as they were visible inside but not on top. By again opening these two manholes to the surface the air trap would be vented and relief secured. The condition found would account for the water coming from the manhole at . South"E"Street , as observed by Mr. Oestine., during heavy rains . We have ?'one over our findings with Mr. testing an he is a' 'reeable that the South"B"Street Sewer work be proceeded with if the work oe done in the Garden Avenue Sewer, as outlined, to relieve the Present unsatisfactory condition. This work should be undertaken as a ,mairitenaince project and can be done 'by the City without advertising. thou` h it may be necessary to employ. some trained men and rent equip dent . (See next eaage) 478 Friday January loth, 15 1. I would estimate the cost of the desirable work in the Garden Avenue Sewer, as outlined in !�;n. Hurd l s letter, to not exceed One Thousand ( �1, 000.00) Dollars. I would recommend that copy of this report be submitted to the State Board of Tax Commissioners and, if that Board approves, we start to correct the unsatisfactory condition in the Garden • Avenue Sewer and proceed with the South"B" Street project. The recommendation of Mr.--Hodgin, was approved, and he was in- structed to notify the Board of state Tax Com:aiss ioners of the 0o;imittees action, and file the report with said commissioners for their information and action thereOn. The Special Council Committee, adopted a resolution; Whereas, Harry K. Shute submits• to ana files with this committee his bond in pr•oper form in the principal sum of 0_2, 000. 0D with National Surety Company of New York, N.Y. as surety thereon, said bona_ being for the term of one year. The Special Committee fOr and on behalf -of the City of Richmond, Indiana, approve finally the form .of contact as executed by said Harry K. Shuts in the matter of the removal and disposal of garbage and dead_ animals in said city of Richmond. That the bond submitted by said Harry K. Shute with said National Surety Company as surety thereon is now by this bpecia± Committee for and on cenalt Of Said City of Richmond, Ind. , approved and said bona is ordered filed with the records of this Committee and of said City; and beinv approved is accepted accord- ing to the terms thereof, as of date of January 2nd, 1531.
