Monday October 13th, 1930.
The Common Council of the City of Richmond, Indiana, met as the Board
of Pudic Works in the office of said Board, Monday October 13th,
1930, at 9 o 'clock A.M. Messrs, Benn, Brehm, Craob, Fahlsing, Ford,
Hodgin, Holzapfel, Schnieder and Waltermann, present; Messrs, Shis-
sler, Evans and Williams being absent; Nine members being present,
the following proceedings were had, to-wit :
The minutes of the preceeding meeting were approved as read.

Mr. Chas. Heashey, appeared before the Board requesting permission
to install gasoline pumps for filling station, in front of his prop-
erty at the intersection of Williamsburg Pike, Ridge and Brenner Sts. ;
the same -was referred to- the Committee - on Public Property, Sewers
Streets and alleys, togethlsr with the City Civil Engineer; to ' investi-
gate and report back to the Board.
The Street Commissioner was instructed to repair Butler Street; also
to investigate the condition existing at the alley running south from
South "E" Street, between South 13th & l4-th Streets.
The Clerk was directed to prepare a resolution for erecting ornament-
al°light post system in North 10th Street, from North "R" Street to
north corporate limits.
The Public Utilities Committee reported that it is deemed necessary
to glace additional insurance on Light Plant properties to the amount
of $75,000.00 for Windstorm & Torando and $218, 500.00 for Fire, and
recommended that it be distributed as follows, L. A. Handley, Agent
46%. Kinder & Jackson, 36%. H. L. Clements, i8%o. On motion report was
accepted and Mr. Hess, Sup 't. , of Plant directed to place said insur-
ance as recommended.
The Public Utilities Committee, also recommended that for future
distribution of the insurance carried by the civil City of Richmond,
Indiana, that a committee to be known as an Insurance Committee be
appointed to act in an advisory capacity and to 'help whoever is to
take care of the insurance, check rates, forms, etc. , as well as to
advise the Board of Public Works with reference to the distribution
of the insurance, and recommended that this committee be composed of
Atwood Jenkins of Jenkins Bros; Jesse Bailey of Bailey & Ferguson;
and John Matlack of the Scoble Agency, should be apponted immediate-
ly so a careful analysis can be made of all our insurance by the time
it has to be renewed, which is July 1, next year, they also recom-
mended that the division of insurance be handle§b. on the following
I/ basis: The Insurance Committee together with the Board of Public Worki
to determine as accurately as possible the amount of ousiness each
agency in the city does- the total of all this business to represent
the total amount of insurance business of the city. From this, knowing
what each agency does, a percentage can be established which will
represent the percentage each agency does in the city; then that
agent to receive that percentage of insurance business of the civil
city including - its light plant. Due to the fact that the business of
the school City and Reid Memorial Hospital is entirely separate from
that of the civil city 's business, the amount of insurance any agent
may have of the above, should not enter into the division of the city
insurance.

They further recommended that the responsibility of keeping •
the policies up-to-date and care of all policies be placed in the
hands of the City Clerk, and the different heads of the depart-
ments of the civil city, as well as the Plant, be instructed to
report to Mr. Bescher accidents which are covered by compensation -
• insurance as well as that . covered by automobile or any other form
of insurance, so that he can keep a record of the entire insur-
ance business of the city.

On motion the report was approved and ordered placed on file,
Sup 't. Hess, was authorized to contract for two car load of coal
per day at the price of .150 per ton f. o.b. mine. or $1. 57 per ton
f.o.b. North Bend, Ohio, with the Raymond City Coal Company.
The Board allowed the -claim of Roy Hurt and Blanche Hurt husband
and wife, in the sum of S100.00, upon the signing of release from
any and all liability now or hereafter to accrue on account of
any and all claims of any and every nature whatsoever, or causes
for action Which we or either of us now or may hereafter have
against the City of Richmond, Indiana, in any arising out of any
and all injuries, losses and damages to us or either of us, mmikat -
sustained or received on account of an accident to our daughter
Ruby Hurt, aged (14 years) , which said accident occured on the 22nd -
day of September, 1930 at Liberty Ave. in said City just south of
"L" Street, by said Ruby Hurt falling into an open intake to a. .
sewer in said street, resulting in certain personal injuries to
the said Ruby Hurt and in damage to her clothing, and we hereby
declare that we fully understand the terms of this settlement,
and we voluntarily accept said sum for the. purpose of making a
full and final compromise adjustment and settlement of the injur-.
ies and damages above mentioned. •

Together with the above release was attached a certificate of
W. . Taylor, M.L. attending physician.

Sup 't. , of Light Plant was directed to place an Arc Light at
Dodge and Southwest 1st Streets.

Claims in amount of $4824.00, were allowed and ordered paid.
