The Board of Puolic Works of the City of Richmond, Indiana, met in
regular session at the office of said Board Friday September 19th
19)0, at o 'clock A.M. All the members of said Board, �; essrs,
Edmondson, Peelle and Dye oeiiij present . The following proceedings
were had, to-wit ;

The minutes of the preceedin.,n' meeting were read and approved.
IlL The Board adopted the following Rules governing City markets, effect-
ive October 1, 19)0, as follows to-wit :
Afternonh.cMarketei From :Junel_1, to Sep. 30, inclusive, the hours of
• markets shall oe rro l 1230 P.M,. to 10 P.M. on Saturdays, and. from
October 1, to !nay 30, inc. , tihe hours shall be from 1230 P.M. to
9 : 0 P. M. on Saturdays at the City narket House.
Morning Markets : From Junel, to Nov. 1, the hours shall be from 7
A.M. to 11 A.M. on Tuesdays and Thursdays, for outside markets only
the market House proper will not be open.
) . All stands muh;,s cc paid for as follows : For all stands rented by
the year, cash in full. within 30 days . For all stands rented by the
__ Month, payments will be required in advance on the first market day
of the month, For stands rented oy the day, cash on the same day.
4-. Stand Space .means; tne length and width of the regulation City
owned stanas, which are (•it . ' X )ft, for inside stands ex 6 X 3 ft . for
outside, 5. No stand owner will oe allowed to have anyth inv prof eatint
out in tine aisles in front ar at the sides of his or her stand.
No stands are transferable without written consent of Market master
7. Upon any person failing to occupy his or her stand, the Market
Master may rent the same to another person daring such vacancy with-
out reuaue, turning' such rentals in the 0On tro1lers Office.
S. No paper or refuse shall be allowed to accumulate u0on or adjacent
. to any stand, and such paper or refuse must be gathered up at the end

Market master to at Gena. tne Market House on market days, during .:iarke
hours, and exercise such authority as is vested in him by the law 8,
ordinances regulating said markets, to-wit : 10- To exercise a gener-
al care and custody oi' the Market House and appurtenances thereto.
11. To asti,n places to Automobiles, Trucks and other Vehicles or
persons att2_nding the markets, and enforce order. 12- To examine the
quality of all articles offered for sale & to seize all decayed; uncol
diseased or iirc ure or unwholesome provisions and cause same destroyed.
13- To order or remove from the mrIrket House 01' market places iii a
suz.L_:2.ry mathier any person guilty of any violent , turbylent or disorde:
ly conduct or who shall in anyway interfere with him in the discharge
I/ of his duties or disturb the Marketers or buyers; or who shall_ violat(
or mffuse to obey the rules & regulations, or who shall sxcOse for
sale, sell or attempt to sell in the Market or Market places any c.._rti(
le p ohi:ui ted. II- It shall be unlawful for any person or persons to
renter into ah agreement as to prices for any comonity offered for sal(
at said markets and it is the duty of the Market L st r to report to
