Friday May 16th, 1930.
The Board of Public Works of the City of Richmond, Indiana, met in
regular session at the office of said Board Friday May 16th, 1930,
at 9 o 'clock A. M. All the members of said Board, Messrs, Edmondson,
Peelle and Dye being present. The following proceedings were had,
to-wit :
The minutes of the preceeding meeting were read and approved.
Pursuant to continuance to this date, the Board met to hear all per-
sons interested or whose property is affected under Improvement Reso-
lution No. 910-1930, for the improvement of Southwest 15th Street
(formerly Charles Ave. , ) by constructing cement sidewalks, curb &
gutter and paving the roadway, from West Main Street to the National
Road. After hearing all persons interested who appeared and carefully
considering a remonstrance filed signed by 15 of the 30 resident
property owners. The Board on motion rescind saiiresolution.
The Board met to hear remonstrances if any, of persons whose property
is affected under Declaratory Resolution No. 241-1930, for the vaca-
tion of 20 feet off the entire north side of the present Parry Street
from South 9th to 13th Street. No one appearing and no remonstrance
having been filed against said vacation. The Board being fully ad-
vised in the premises, the board takes action on said resolution,
confirming, without modification, all former action taken on the same
And the Board now referes the matter to the Engineer and orders that
a list or roll be prepared of all owners or holders of property, and
of valuable interests therein_, sought to be taken or to be injuriously
affected, which list or roll shall also describe the property bene-
ficially affected.
The Board approved a final assessment roll under Improvement Reso-
lution No. 901-1929, for the construction of the first section of
Southeast Storm Sewer, Boyd & Cook of Dayton, Ohio, contractors at
a total cost of $21, 687. 50. and now direct said assessment roll be
transmitted to the Department of Finance.
The Board approved a-primary assessment roll under Improvement Reso-
lution No. 899-1929, for the improvement of South "0" Street, by ce-
ment curb & gutters on both sides and paving roadway the full width
thereof, from South 7th to 8th Street; and paving the roadway, with
- reinforced concrete from South 5th to 7th Street, 20 foot in width
through the center thereof.
The Board approved a primary assessment roll under Improvement Reso-
lution No. 908-1930, for the improvement of the first alley north'
of Main Street, by constructing a cement roadway the full width there
of 'from North 20th to 21st Street.

requesting permission to .close North ."G" Street, from North 13th
to l4th Street, for a week during their festivities, the same was
taken under advisement, for further investigation by the Board, as
to the attitude of the residents on said street, in matter of closing
same as requested.

The City Civil Engineer and Street Commissioner, reported that
they had made. an inspection of the concrete pavement on the New
Paris Pike, 24-th Street and the Hawkins Road, stating a condition
of disintegration as to require some kind of resurfacing to insure
protection against complete failure, they reported that 9 foot in
width of the pavement of the New Paris Pike and 24th Street and k
the full width 18 feet of the Hawkins Road belongs to the City.
The other half of the first two roads belong to the County. The
City's portion contains 8700 square yards and the County's portion
4600 square yards. Considering all information obtained it is our
opinion, as well as that of the County authorities, that the most I/
satisfactory method of repairing will be to apply about 4" of
crushed stone, penetrate it with tar or asphalt and compact this
course by proper rolling. Before the stone course is applied the
depressions in the concrete pavement should be filled to bring the
surface to a uniform grade. After this stone course has been used
for about a year a new wearing surface, such as rock asphalt or
bituminous retread should possibly be applied. This stone course
can be applied with City and County forces at a minimum cost and
the expense divided on the square yard basis of ownership. It is
estimated that the cost will be about 700 per sq-yard or about
6,000.00 for the 8700 sq-yds, of the City 's portion and ;3200.00
for the 4600 sq-yds. of the County's portion, and we recommend
that this work be proceeded with before next winter in order that
the concrete pavement may be saved as a base for the bituminous
top.

The Board take matter of above repairs under advisement , for
investigation as to available funds for same.
Communication from Hon. Harry G. Leslie, Governor of Indiana, was
received, requesting the city to purchase Indiana Coal to assist
and give employment to hundreds of the needy, idle coal miners .
The Board received a recommendation from Police Commissioners, re-
commending overhead type, automatic traffic signals at the follow-
street intersections, viz: West 1st & Main Streets, South 8th &
"E" Streets, North 16th & Main Streets; also recommending the re-
moval of the present signal posts at 16th & Main Streets and place
the new signal where North 16th Street intersects with Main Street.
The same was referred to Sup 't. , of Light Plant for investigation
and report as to prices on said signals and installation.
The Police Commissioners made a report of traffic signs needed to
mark streets agreeable to the new ordinance, suggesting octogan type
with no base in order that they may be fastened into cement sidewalks,
Four signs for 8th & Main Streets, No right or left turns,bracket
type suggested. Twelve signs for bank zones, parking limit, five
minutes?-- Fifteen minutes, from 9 A.M.to 3 P.M. Six signs for
Post Office, parking limit five minutes. Sixteen signs for South
"A" Street, No parking. City Ordinance.
The Clerk was directed to write to Indiana Penal Institutions for
prices on said signs. -

Mr. Dye, was authorized to have kitchen and bathroom in the ten-
ant house at Starr Park, No. 618 North 10th Street, repaired as
to recommendation of Building Inspector.
The Board received bids, for furnishing Street Department with a
ton or 12 ton truck fully equipped and with a dump body, as adver-
tised for, as follows to-wit :
