Friday March 28th, 1930.
The Board of Public Works of the City of Richmond, Indiana, met
in regular session at the office of said Board Friday parch loth,
930, at 9 o 'clock A.M. All the memoers of said Board, Messrs, •
Edmondson, Peelle and Dye being present . The following proceed-
ings were had, ' to-viit ; •
Minutes of the preceedingmeeting were read and approved.
The Board approved a primary assessment roll for the construction
of Sanitary Sewer, oetween South 5th & 6th Street, from South " I"
Street, south as provided' under Improvement Resolution No. 905-1929 .
' Curtis Rush was granted permission to cultivate the. ground belong-
ing to the City west of Clear Creek - on north side of `V`'deet Main
Street, upon payment .;to the city of the sue of 45. 00 for the
seasonof 1930.

Goble of 1911 South "E" Street, sent him oy mayor Harris for
investigation of the complaint of the unsanitary condition caused •
by an • inadequate drain near his property at 1911 South ' "E" Street.
The Engineer stated that the property owners installed an le
tile drain under South "E" Street between South 19th & 20th Sts,
at the time South IIEU Street was paved by the County, this tile
drain ends just south of hr. Gobles house, there being an open
the ditch 225 feet distant, the complaint is that sewage ' enters the
drain and ditch from septic tanks making a nuisance near his home.
He asks that the city assist in installing a tile in the open
ditch leading south from the present tile which would permit fil-
ling the property.
It would cost about y 1t 0. 00 for cement tile extended to east
& west ' ditch and about 450.00 to install same. The City no doubt
has some obligation in taking care of surface water and suggest-
ed that the city furnish such tile as Mr. Goole desires, not to
exceed the 225 feet if the property owners will install it .
141r, Hodgin engineer, was anthorizea to take up true matter
with h'v'1r. Goble with an effort tO eliminate conditions.
Messrs, Hodgin and Schneider, City Engineer & street Oomeissiener
reported they had made a survey of all the city streets -to deter-
mine the amount of roadway that should oe treated with bitumin-
ous material this year, we find that at least 90, 000 gallons of
material will be required to properly surfacestreets,. J the this
being an average of 4 gallon per sq-yard. stating they also be •
-
lieved the city should buy the material direct from the producer
- and contract with some local contractor to unload, store and dis-
tribute it on the streets. This can be done satisfactorily.
We recommend that bids be secured per gallon 60, 000 gallons
more or less of Asphalt and 30, 000 gallons more or less of tar,
the grade to be specified in the bid, and all to be in accordance
with the specifications of the Indian State Highway Commission
dated Feoruary 1930, on file in the office of City Civil Engine-

In matter of claim referred to the Board by the Common Council in
favor Of Nellie Bostick, in amount of V)S. o0 pu.rccxting to be for
labor in digging trenon for gas line, placing or cutting an arch
doorway in and at the care-takers house connected with Detention
Hospital, was taken up and discussed with Messrs, Frank MoFail and
R. Mr. Henley, former members of the Board of Public Works, Mr. Bos-
tick, having been notified to appear but was not present at the meet-
ing. -Messrs, McFall and Henley both stated to the Board, that Mr.y
Bostick wanted gas piped into the house some 5 or o years -ago, and
the -Board refused to .have the same installed, sir. Bostick then agreei_
that if the city would furnish the pipe etc . , he would dig the ditch
and -install the same with0ut cost to the city, and they agreed to
• said proposal; as to the cutting of the large arch or doorway in the
house, it Was Mr. Bostick ' s proposition that he be permitted to en-
large said doorway, the city furnishing the material, he to do the
work free of any cost the City, which privilege was granted thereby
causing the city to re-paper the two rooms, they further stated and
requested to know why if the claim was a valid claim against the city
it had not 'been filed before they the former Board left office, and
Both Messrs, McFall and Henley, recommended that the claim be dis-
allowed as they did not consider that the City owed the same.
The Board then upon motion and recommendation of the former Board
of Works dis-allowed said claim, and directed the Clerk to so noti-
fy Nellie Bostick, former matron.
The Board unanimously adopted I:provement Resolution. No. 909-1930,
for the improvement of South loth Street, by constructing cement
curb & gutter (stan_nard width) cadent sidewalks 5' wide on Cloth sides
of said street, grading and paving the roadway with one of the fol-
lowing kinds of materials, to-wit : Reinforced Concrete, Sheet Asphalt
Rock Asphalt or Bituminous Re-tread macadam; also planting of trees
on coth sines of street, from South 1°Ei' to '1H1' Street.
The Board received bids under Improvement Resolution No. 906-1930
for construction of o ' cr _dent sidewalks On north side of West Main
Street, from 8th to llth Street also planting of trees, bet Teen said

The oid of Lee Ridgeway, being the lowest received and being

The Board after investigating all bids and specifications
submitted, instruct the Clerk to notify the various bidders to
have a truck on disillay at Eight Platt store room grounds at
11 o ' clock A. ivi. Monday next for inspection of the various types
bid on.
The Board apply to Richmond ,dater Works Corporation, for a 3"
service to Stand pipes in storage garage at Light Plant .

Claims in amount of 420, 556. 88 were allowed & ordered paid.
The Soara received a letter from Richmond Garden Club, _express-
ing their aworeci ation for their willingness to set aside a part
Of Glen Miller Park for their garden.
