TheBoardc Works CityRichmond, I a t of Pa.�ii., of the of Indiana, met in regular session at the office of said Board Friday March 21st 1930,. at 9 o ' clock A. I. All the members of said Board, Messrs, Edmondson, Peelle and Dye being present . The following proceedings were had, to-wit : The minutes of the preceeding meeting were read and approved. • Permission was granted to Nellie L. Thomas, to run cellar drain from residence on Lot il�! Home Seekers, Addition, situated on west side of Southwest 5th Street, under the sidewalk on said Sty_ eet. Permission was granted E.A.lviariani, to cut the curb on north side of • National Road at Lot 8 & 9 Earlham Heights, Addition. Permission was granted V. U. VanNuys, to cut the curb in South"i Street at Lot 14, Mendenhalls 2nd Addition. The following petition signed by 0.W.Nicely and approximately 2)0 . residents residing in the 'vicinity of the Detention Hospital was received as follows, to-wit : • To the Board of uGorks, City of Richmond, Ind. , We,. . the undersigned citizens,, of Richmond, Wayne Co. Indiana., respectfully ctfully petition your Honorable Body, that immediate steps be taken fox the removal of the City Detention Hospital from its present location on `,Jest Main Street . Elimination of this nuisance has been under consicerat ion for several years and we now urge immediate action. . The petition was ordered placed on file, for investigation by the Board of Public Works and Health Department. A Commit tee of ladies representing .the Richmond Garden Club, appeared before the Board requesting that a plot of ground in Glen Miller Park a ;. Main Street, be set aside and allotted to them for the estab- lishing of a municipal garden by Gheir Club, who will plant roses, etc. , in said garden. The Board directed the City Civil Engineer to make a survey and plat of the ground south of the 'Sup 't . , residence a.nd east of the East Entrance to the Park, and if found suitable for said municipal garden, the ground Mill be allotted to the Club for the purpose of municioal garden as requested. Claim in amount of 8. 50 in favor of Nellie Bostick, Past fia-tron Detention Hospital referred to Board from council was presented and as the Board knows nothing as to the merits of the same . The Clerk was directed to request Messrs,- F.R.,'Nicfail & R. M. Henley, to meet with the Board, for enlightment on the same . . • Complaints received from council, in matter of billboard at - south 5th, "H" Sts, & Liberty Ave. , the clerk was instructed to notify the Packard Advertising Corp. , in an effort to eliminate the menace to public safety as reported in said complaint . JAaLter of traffic light at North 15th & "E" Street, recommended by the Police Com.flissioners to council, was referred to D. C. Hess Sup 't . , of Light Plant for investigation and recommendation to the Bard as to proper method to handle the situation. Report of tne Richmond Real Estate- Board, recommending the pur- chase of Air Port, received by council and referred to Board was read, and placed on file. The .Board received communication from Diamond Clamp & Flask Co. , offering to make sale of the east half of the old Gaar Scott Building to the City at price of ,1110, 500.00, for housing of cityls St cot Department equipment , which was placea on file . Hobt . Commons ap:oeared before the Board relative to drainage of his property on south side of South "E" Street opposite Reeves- ton Addition, he was referred to tne City En6ineer. A communication was received from D. C. Hess, Sup ' t . , of Cityls & P.P. recommenaing that we make a contract with some . outside utility for stand-by service, andrecommended the city enter into contract now oil file with the Board,with the Indiana Electric Corroration.
