RESOLUTION NO. 23-018
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO CREATE A PROGRESSIVE DASHBOARD FOR
PRESENTATION AND SUBMISSION TO THE CITY
COMMISSION AND SUBSEQUENTLY THE STATE OF FLORIDA
FINANCIAL OVERSIGHT BOARD; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-Locka ("City Commission")
desires to create a progressive dashboard for the City of Opa-Locka ("City"); and
WHEREAS, the City Commission finds that it is in the best interest of the City and
its residents to direct the Interim City Manager to create a progressive dashboard for
presentation and submission to the City Commission and subsequently the State of
Florida Financial Oversight Board.
WHEREAS, Community and municipal dashboards offer a framework for local
governments to share the progress of their strategic plans with citizens and other
stakeholders; and
WHEREAS, the City's dashboard should include both quantitative results and
qualitative explanations, balancing hard numbers with helpful comprehensive written
context; and
WHEREAS, Cities use dashboards as a platform to demonstrate an awareness of
and transparency around their progress, strengths, and weaknesses; and
WHEREAS, the City of Opa-Locka desires to introduce a progressive dashboard
for the City of Opa-Locka to show how the City is performing, to track, measure and
ensure that performance is achieved while keeping government accountable to its citizens
and ensuring that City government is focused on the right areas; and
WHEREAS, specific areas for dashboard consideration by the City Commission
shall include but may not be limited to: 1) Fiscal Responsibility; 2) Citizen Quality of Life;
3) Public Safety (to include crime rates and clearance rates); 4) Human Resources
Accountability (to include overall Human Resources functionality and timely evaluations
of employees); 5) Economic Development (to include net gain and net loss for the City
and the number of establishments operating in that city); and

WHEREAS, the City Commission finds it is the best interest of the City to direct
the Interim City Manage to create a progressive dashboard for presentation and
submission to the City Commission and subsequently the State of Florida Financial
Oversight Board for the City of Opa-Locka consistent with this resolution.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
Section 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
Section 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to create a progressive dashboard for presentation and submission to
the City Commission and subsequently to the State of Florida Financial
Oversight Board consistent in all respects with this Resolution.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.
