Wayne Neddermeyer - Mayor in Chair Priscilla Arens - Clerk All members present The minutes of the meeting of December 7, 1971 read. Moved by Robert Franklin to approve the minutes with the correction to the motion with regard to the Holasak adding the words "while in litigation". Seconded by Donald Des Lauriers Motion carried. The minutes of the Planning Commission meeting of December 20, 1971 read. Mrs. Lionberger of the Suburban Hennepin County Relief Board appeared with regard to the contract. Moved by Robert Franklin to adopt Hesobition No.72-1 as follows: BE IT RESOLVED BY the Village Council of the Village of Medina that the agreement between the Suburban Hennepin County Relief Board and the Village of Medina, originally approved by the Medina Town Board on March 16, 1954, is hereby extended for one year, with the provision however that persons occupying Property owned and managed by the Hennepin County Park Reserve District shall not per se be deemed to be residents of the Village of Medina (and thus shall not perse be entitled to direct relief financed by the taxpapers of the Village); and BE IT FURTHER RESOLVED that a copy of this resolution shall be forwarded to the Suburban Hennepin County Relief Board. Seconded by Thomas Stevens Motion carried. Mrs. Boyer presented her plat of Clover Acres. Moved by Thomas Stevens to accept the plat of Clover Acres upon the payment of a platting fee of $150.00 and a park fund payment of $500.00. Seconded by Donald Des Lauriers Motion carried. Eugene Hickok and two of his men explained their services as planners and xxxxminexxxf consulting hydrologists- Engineers. Moved by Arthur Theis to pass the following resolution: T$at we continue the office of local assessor. We agree to assume the costs of training our assessor in courses approved by the State Assessor's Board for the purpose of obtaining the assessor's certificate to the extent of course fees and recognized travel expenses not paid by the State. Moved by Thomas Stevens to have the Clerk write the Department of Finance of Hennepin County for the Tax Book Information, 1 and 2 form, the Village to pay for same. Seconded by Donald Des Lauriers Motion carried. Don Stotts appeared with regard to cartway to his property. Donald Des Lauriers is to contact William Mills on this matter. Arnie Nagel appeared complaining about the parking ordinance with regard to street parking during the night. 60 Moved by Arthur Theis to appoint Donald Des Lauriers as acting mayor. Moved by Thomas Stevens to a&opt Resolution 72-2 as follows: TO THE DIRECTOR OF FINANCE, HENNEPIN CBUNTY,, AND COMMISSIONER OF TAXATION,STATTE OF MINNESOTA: WHEIKS, the Village Council cif the Village of Medina has adopted a 1972 budget ,A of $179,350, which represent.. an absolute minimum necessary to provide adequate services to Medina residents; and WHEREAS, revised state aid figures indicate that said budget will require a tra levy of $95,048.89, although the Commissioner of Taxation has indicated that .e would limit the levy to $89,877.56;, NOW,THEREFORE, the Village Coulcil of the Village of Medina certifies a levy of ` 95,048.89 to the Hennepin County Fiiance,Director and the Commissioner of Taxation and hereby requests whatever action may be necessary on their part to enforce such levy; and to support that request the Village Council cites the following facts: 1. The proposed 1972 budgejl includes and increase of $13,000 in the road budget to $85.000. This budget was badly underfunded last year and, due to the spring breakup, the Village in 1971 spent nearly the amount proposed for 1972. In addition, much of the roaCL equipment now used by the Village is privately -owned, and the owner has indicated that he will not replace it, so it is urgent to provide in this budget for capital improvements. 2. The proposed budget includes an increase of $5,000 in legal services to $12,300, an amount which the Village Attorney has indicated may be inadequate by Ex as much as $6,000. Factcrs in this increase are a large lawsuit brought against the Village and still pending; traffic enforcement by state and county law officers, which the Village is bound to prosecute; and some increased activity by the Medina Police Department. 3. The proposed budget includes a $3,100 increase in the police protection area, xi although the Village has sought to economize in this area by joining the Village of Loretto in that aea. 4. The proposed budget includes $5,000 for a sinking fund for a future Village Hall. A similar amount was contt:intd in the 1971 budget, but was transferred for road work of necessity. The Council feels it must make this provision because the present hall is not adequate for activity beyond meetings, and Village offices now are rent-free in the home of the Clerk, a situation that cannot continue for many more years. The Village Council, now faced with a growing community, does not feel that it should be penalized for drastic ecomonies it has made in the past in the interest of the tax payers/ Seconded by Robert Franklin Motion carried. Burning Ordinance - Robert Franklin is going to further write to the Pollution Control Board. Moved by Robert Franklin to appoint Thomas Stevens to the Southwest Service Area Advisory Board and to pay $10.00 fee which they ask. Seconded by Arthur Theis Motion carried. Moved by Thomas Stevens to pay the bills as follows: payroll in the amount of $4,766.87 and order checks in the amount of $9,180.41. Seconded by Donald Des Lauriers Motion carried. Moved by Robert Franklin to increase the Clerk's salary from $300.00 per month to $350.00. Seconded by Thomas Stevens Motion carried. Moved by Robert Franklin to have the Village Body Shop of Hamel to repair the police car door in accordance with their estimate. Seconded by Thomas Stevens Motion carried. 62 Moved by Donald Des Lauriers that we advertioe for bids on a tandem axle truck, snow plow and wing and box to be opened at 8:00 P. M. February 1, 1972. '+ Seconded by Thomas Stevens Motion carried. • Moved by Robert Franklin that we adopt Resoliltion 72-3 as follows: WHEREAS proposals were made to the 1971 Minnesota Legislature and that were not in the bestinterests of the residents and tax payers of the Village of Medina; and WHEREAS these proposals could have resulted in residents of Medina being forced out of their homes and farms through cGndemnation or being forced to bear an unfavorable tax burden; and WHEREAS local residents and local govern- ments were not consulted by the makers of these proposals, namely the Hennepin County Park Reserve District and the Metropolitan Park Board; and WHEREAS legislators representing the citizens of Medina' were responsive to requests from the Village Council and did successfully o-apose and defeat these proposals; NOW THEREFORE the Village Council of the Village of Medina does hereby commend Senator Vic Jude and Representative John Wingar3 for their conscientious and diligent work during the 1971 session of the Mirnesota Legislature to protect the rights and dignity of local citizens and local governments against unwise and unfair proposals of non4elected park board members, and also guthorize the Mayor to write letters of thanks to other legislators who helped us. Moved by Thomas Stevens to have a special meeting after the public hearing and planning commission meeting on Monday, January 17, 1972. Seconded by Robert Franklin Motion carried.
