HomeMy Public PortalAboutResolution No. 23-019 - Resolution to make revisions to 5-year Financial Recovery PlanSponsored by: Mayor Taylor RESOLUTION NO. 23-019 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO MAKE THE CERTAIN REVISIONS TO THE CITY'S 5 -YEAR FINANCIAL RECOVERY PLAN AND SUBMIT RECOMMENDATIONS TO THE CITY COMMISSION FOR FINAL APPROVAL; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to the State and Local Agreement of Cooperation between the Governor of the State of Florida ("Governor") and the City of Opa-Locka ("City"), the City was to approve and submit in writing to the Governor, a 5 -Year Financial Recovery Plan (Plan); and WHEREAS, the Governor has designated the Office of the Chief Inspector General ("Governor's Designee") to serve as the lead entity responsible for coordinating the Governor's efforts in providing intervention and assistance to the City; and WHEREAS, upon prior written approval of the Governor, the Five Year Financial Recovery Plan may be amended if the Governor determines that such changes are required, or if this Agreement requires an amendment; and WHEREAS, at the beginning of each new fiscal year, an additional fifth year shall be added to the Financial Recovery Plan, and shall provide all types of information and data presented for the preceding years; and WHEREAS, each revised Financial Recovery Plan shall be approved by a vote of the City Commission and within twenty (20) business days of receiving the revised plan, and after consultation with the City, the Governor may direct changes to the revised plan in writing; and WHEREAS, the City desires to authorize the Interim City Manager to make certain needed revisions to the Plan, after consultation with the Governor's Designee and bring any and all recommendations back to the City Commission for final approval; and WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the best interest of the City and its residents to direct the Interim City Manager to make certain beneficial recommendations to the City Commission pertaining to the City's 5 -Year Financial Recovery Plan. Resolution No. 23-019 NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: Section 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. Section 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Manager to make certain needed revisions to the City's 5 -Year Financial Recover Plan and submit recommendations to the City Commission for final approval following consultation with the Governor's Designee. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Staff Summary: Pursuant to the State and Local Agreement between the Governor and the City of Opa-locka, the City shall approve and submit in writing to the Governor a 5 Year Financial Recovery Plan. The City of Opa-locka City Commission finds it in the best interest of the city to revise the current plan.
