SECTION 8
AN ORDINANCE ESTABLISHING A WATER AND SEWER EXPANSION
AND EXTENSION CONNECTION FEE
WHEREAS, a water and sewer expansion and extension
connection fee is hereby established to reimburse the Village
of Plainfield far its cost in extending sewer and water lines
to serve new and additional users and to increase its
capacity to produce and transport water and to transport and
treat sewage.
WHEREAS, the Village may provide, at its own initial
expense, for the drilling of wells and the construction of
expansions and extensions of its water supply system and for
the increase in size of its sewage treatment plant and the
extension and expansion of its sewer mains to certain areas
within the Village of Plainfield.
WHEREAS, in doing so, the Village of Plainfield seeks to
provide a material benefit to the property owners abutting
such improvements and to encourage the development of such
property.
WHEREAS, to reimburse the Village of Plainfield for
funds so expended the Village hereby establishes a water and
sewer expansion and connection fee.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD AS FOLLOWS:
That Chapter 8, Section 8-56 is amended in its entirety
to read as follows:
I. A water and sewer expansion and extension connection
fee is hereby instituted and shall be based upon prorated
share of the cost of said exploration, construction, and
extension, which cost was required to provide the sewer and
water services being made available to the new or additional
users and to reimburse the Village of Plainfield for funds so
expended.
II. The water and sewer expansion and extension
connection fee shall be based upon all such costs including
but not limited to engineering fees, supervision, legal fees,
financing, land costs, and construction.
III. That upon the completion of any water or sewer trunk
line extension such costs shall be divided by the total
population equivalent to be served, here and after referred

IV. The water and sewer expansion and extension
connection fee P.E. commonly known as the "Trunk Main Service
Charge", shall be determined by multiplying the number of
P.E. times the above described costs per P.E.
V. Such charge shall be in addition to any tap on fees
as set forth in Chapter 8 Section 8-56 of the Code of
ordinances of Village of Plainfield as well as any other
usage charges assessed or established elsewhere in the Code
of Ordinances.
VI. Dis osition of Revenue Received. Revenue from the
water and sewer connection tap on fees and water and sewer
expansion and extension connection fees shah. be deposited
into a fund known as, "The Water Works and Sewer Expansion
and Extension Connection Fund". The funds shall be used to
retire debt service and to otherwise pay for the costs as set
forth in Section II of this Ordinance as incurred in the
expansion and extension of the water and sewer system, the
monies to the credit of such fund may be invested from time
to time by the Treasurer of the Village of Plainfield as
provided by law and all accrued interest on any investment
shall be credited to such fund.
VI. This Ordinance shall be effective _
1988 and numbered as Ordinance No. 1174
The foregoing ordinance was adopted on October 3, 1988
