SPECIAL TOWN MEETING M
May 11 , 1992
In accordance with the Warrant , the Special Town Meeting was held in the
Brewster Elementary School Cafetorium , Monday, May 11 , 1992 .
The meeting was called to order at 7 : 15 p . m , by the Moderator , Stephen L .
Doyle . The Tellers were June Gallant , Ruth Hanlon , William Nielsen , and
Eleanor Nielsen , The Checkers were Dorothea Dugan , Helen Allen , Mildred
Unger , Carl Scrivener, Sherry Ryder , Patricia Kelsey , Lois Curcio , and John
Unger .
A quorum was present .
The Town Clerk , Joan K . Cole , read the Special Town Meeting Warrant and the
return of the warrant. There being no objection the Moderator dispensed with
the reading of all the articles .
ARTICLE 1 . To see if the Town will vote to transfer from available funds a sum
of money to pay unpaid bills from previous fiscal years , or to take any other
action relative thereto .

MOTION : I move that the Town vote to indefinitely postpone consideration of
Article 1 .
ACTION : INDEFINITELY POSTPONED
ARTICLE 2. To see if the Town will vote to transfer from available funds and/or
appropriate from surplus funds in some departments an amount of money to
be used in conjunction with funds appropriated under current fiscal year
budgets to be used during the current fiscal year to pay shortfalls that would
otherwise exist in the Fiscal year 1992 Budget of other departments , orto take
any other action relative thereto .

MOTION : I move that the Town vote to approve Article 2 and to transfer
various funds to finance Fiscal Year 1992 shortfalls , as follows :
a . Transfer the sum of $ 1 , 300 , 00 from Line Item no . 20 of Article no . 4 of
the 1991 Annual Town Meeting ( Town Offices Expenses ) to Line Item
no . 20 of Article no . 4 of the 1991 Annual Town Meeting ( Town Offices
Maintenance Salaries ) ;
b . Transfer the sum of $250 . 00 from Line Item no . 40 of Article no . 4 of the
1991 Annual Town Meeting ( Solid Waste Disposal Expense ) to Line Item
no . 38 of Article no . 4 of the 1991 Annual Town Meeting ( Shellfish
Constable Wages ) ;

c . Transfer the sum of $ 1 , 000 . 00 from Line Item no . 40 of Article no . 4 of
the 1991 Annual Town Meeting (Solid Waste Disposal Expense ) to Line
Item no . 10 of Article no . 4 of the 1991 Annual Town Meeting ( Legal
Advertising ) ;
d . Transfer the sum of $ 12 , 100 . 00 from Article no . 6 of the 1991 Annual
Town Meeting ( Nauset Regional Assessment ) to Article no . 5 ofthe 1991
Annual Town Meeting ( Elementary School Expenses ) ;
e . Transfer the total sum of $43 , 000 . 00 from various Fiscal Year
appropriations , as follows :
Line Item no . 40 of Article no . 4 of the 1991 Annual Town Meeting ( Solid
Waste Disposal Expense ) $28 , 750 .00 and Line Item no . 28 of Article no . 4
of the 1991 Annual Town Meeting ( Insurance Liability ) $ 14 , 250 . 00 for a
total transfer of $43 , 000 . 00 to Line Item no . 9 of Article no . 4 of the 1991
Annual Town Meeting ( Legal Expense ) ;
f . Transfer the sum of $ 8,000 . 00 from Article no . 20 of the 1990 Annual
Town Meeting ( Modular Classrooms ) to Line Item no . 40 of Article no . 4
of the 1991 Annual Town Meeting ( Snow and Ice Control ) ,
ACTION : ADOPTED UNANIMOUSLY
ARTICLE 3. To see if the Town will vote to authorize the Board of Selectmen to
expend funds to hire a lifeguard or lifeguards for the Town 's Long Pond Beach
area and to transfer from available funds a sum or sums of money for this
purpose or to take any other action relative thereto .

MOTION : I move that the Town vote to approve Article 3 as printed in the
warrant and to transfer the sum of $4 , 000 . 00 from Article 20 of the 1990 Annual
Town Meeting ( Modular Classrooms ) for this purpose .
ACTION : ADOPTED UNANIMOUSLY

ARTICLE 4. To act on any other business that may legally come before this
meeting .
MOTION : I move that the Town vote to ajourn the May 11 , 1992 Special Town
Meeting ,
ACTION : ADOPTED UNANIMOUSLY
