Commission;
Gentlemen: June 29, 1929.
This is to inform you that we have been authorized to mark
U. S•Highway 440 for both way traffic west of the bridge in Richmond
over one route, that is,past the University and straight east to the
river and thence north along the Boulevard, provided the City or some-
one will erect a steel guard rail or an equally strong rail for about
150 ft . where traffic turns abruptly to the north.
We believe it desirable to mark both way traffic over this road;
however, a dangerous condition exists at this place such that if some-
one should go through the weak guard rail now erected, it would mean
certain death to all occupants of the car. Hoping you will see fit to
erect a stronger guard rail at this location, I am
Yours very truly,
A.H.Hinkle, Supt. of Maintenance.
After some discussion on the matter, the Board are of the opinion that
the present guards or cable at this point is as strong as anything
that could be placed there, and instruct the Clerk to notify said
Commission of their decision in this matter.
