Interim Cellular Phone Policy
Section I Usage
Cellular phone service funded by the Town, is intended to improve communications between town personnel
and is intended be used primarily (more than 50%) for Town related business. Employees who are on call 24
hours may bring their phone home with them, unless otherwise instructed by the Town Manager. In the event
that an employee uses a cellular phone for personal business, the employee shall reimburse the town for the cost
of the call(s), based on a prorated per -minute cost. It is the employee's responsibility to arrange for
reimbursement to the Town on a monthly basis.
Example #1: If the monthly cellular service cost is $24.95 for 100 minutes of airtime, the average per minute
rate is 25¢. If the personal calls total 25 minutes, the employee owes $8.70.
Example #2: If the service cost is $49.00 for 500 minutes, the average rate per minute is 10¢, if the personal
calls total 100 minutes, the employee owes $10.00.
Currently the following employees are authorized to use a cellular phone for Town business:
- Police Chief - 24 hours
- Deputy Chief
- 24 hours
- Finance Director
- 24 hours
- Town Manager
- 24 hours
- Police Officers on duty
- on duty
- Maintenance
- on duty
Section II Damage
If an employee is responsible for damage to a Town phone, the employee is responsible for the costs of repair or
replacement. This section is not intended to include normal wear and tear and corresponding deterioration of a
phone over time.
Section III Termination of Employment
In the event that an employee's employment with the Town is terminated, the Town phone shall be returned
prior to the last date of employment. If the phone is not returned, the cost of the phone will be deducted from
the employee's paycheck.
Section IV Emergency Conditions
Under Natural Disaster or other emergency conditions, the holder of a Town cellular phone shall make it
available for usage by other Town personnel.
All employees in possession of a Town cellular phone are responsible for keeping the batteries fully charged
and the phone in optimum condition.
Section V Personal Cellular Accounts
If an employee uses his or her personal cellular account for authorized Town business on a regular basis, they
may submit for reimbursement by the Town, subject to approval by the Town Manager. The same formula used
in Section I may apply, unless another a formula is more cost effective for the Town.
Section VI Policy Update
This policy will be updated and adjusted as the town management gains greater experience with cell phone
usage and procedures.
